Sub: Central Assistance to District Rural Development Agencies in the State of JAMMU & KASHMIR for the year 2009-2010 under DRDA Administration Scheme - Release of part payment of 1st instalment.
Sir,
I am directed to convey the sanction of the President of India to the payment of Grant-in-aid of Rs.13,51,000/- (Rupees Thirteen Lakh and Fifty One Thousand only) to the DRDA-Samba of JAMMU & KASHMIR towards part payment of 1st instalment of Central share for the year 2009-2010 under DRDA Administration Scheme, as per details given below.

1. The release is subject to the following conditions : -
(i) The quantum of release is subject to actual requirement within the overall ceiling.
(ii) The release of funds is subject to audit by Internal Audit of the Deptt. of Rural Development.
(iii) Funds would not be diverted to any purpose other than meeting the salary and contingent expenditure as per the guidelines of the scheme.
(iv) The State Government should release its contribution towards the overall cost of DRDA Administration. Deficiency in release of State share shall be deducted from the 2nd installment of funds during 2010-2011.

The funding pattern under the scheme will be 75:25 between Centre & State. The Utilisation of funds should also be in accordance with the DRDA Administration guidelines i.e. utilization of 60% of the available funds and fulfilling all the condition as per the DRDA Administration guidelines for release of 2nd instalment during 2009-2010.

3. The expenditure is debitable to the following Head of Accounts.
Demand No. 80 - Department of Rural Development.

00.800 – Other Expenditure (Minor Head)
20 - DRDA Administration
20.01 - Grants to District Rural Development Agencies/Other Agencies
20.01.31- Grants-in-aid. (Plan-2009-2010).
4. P&AO, Ministry of Rural Development is the drawing and disbursing officer for this purpose. TT/DD may be drawn in favour of the Chairman/PD of the Agency.
5. No Utilisation Certificate is pending against the concerned District Rural Development Agency.
6. The accounts of all grantee Institutions or Organizations shall be open to inspection by the sanctioning authority and audit, both by the Comptroller and Auditor General of India under the provision of CAG(DPC) Act 1971 and internal audit by the Principal Accounts Office of the Ministry or Department, whenever the Institution or Organization is called upon to do so.
7. This issue under the delegated power of this Ministry and with the concurrence of its Integrated Finance vide their U.O. No.122/Fin.II/2009 dated 10.06.2009.
