Organizations For Torrent Control Works İn Turkey

Although utilization of forested areas has been arranged by forest regulations that legislated in 1869, term of “erosion control” has not been referred. Afforestation works out of the forests have been encouraged by an ordinance firstly in 1911. Forest improvement has been provided with regeneration cuttings in the areas exposed to erosion between the years of 1908-1920.

On the other hand, after foundation of new republic of Turkish Government, although some afforestation works and legislations between the years 1923 and 1937, there was no legal regulation and work about torrent control. In 1937, torrent control have become one of the duty of the state whereby the first forest law (no. 3116) legislated. But torrent control works have been started in the upper watershed of Tokat Behzat Creek in 1955. In 1957 Soil Conservation and Range Improvement Application Department and in 1969 General Directorate of Afforestation and Erosion Control have been established and important results obtained in torrent control.

Ministry of Forestry has been established first in 1969 but evolved to Ministry of Agriculture and Forestry in 1981. In 1991 Ministry of Forestry has been reestablished and in 2003 changed to Ministry of Environment and Forestry. Forest laws also have been changed in time. The law no. 3116 has been changed to the law no. 6831 and finally according to 58th article of the law no. 6831, Ministry of Environment and Forestry has been assigned as coordinator on torrent control works in 2003.

In 1960’s both General Directorate of State Hydraulic Works (DSI) and General Directorate of Forestry (OGM) have reclaimed slope and stream bed in the upper watershed. A protocol has been arranged between DSİ and OGM and General Directorate of Soil and Irrigation Works (TOPRAKSU) for cooperation about torrent control in1969. A new cooperation protocol has been signed between DSİ and OGM due to AGM was closed according to reorganization in 1984.

In 1995, many of ministries, army, universities, general directorates and DSİ have been assigned to afforestation and torrent control by acceptance MASK act. Ministry of Environment and Forestry has enforced The Afforestation Action Plan which has begun in 2007 and gained speed in 2008, by prime ministry circular.

Changes in name and number of the institutions, reorganizations, turn backs show that institutions couldn’t have a consistent organizational structure about torrent control. It is shown that running cooperation was broken by the founding and closing of institutions frequently decreased the success rate, while it has been expected to increase the number and capacity of institutions, which carry out the studies about torrent control especially effecting large part of our country.
