Since May 1, 2003, when Secretary Rumsfeld declared an end to major combat ops in Afghanistan, a resurgent Taliban guerrilla force has driven out the UN and most other relief organizations from 13 of the country's 32 provinces.
Explodes at 4:50 AM at a UN guest house about 200 meters east of the presidential palace in the downtown. Badly damages guesthouse, but no injuries. Timing chosen so as not to cause injuries but serve as warning.

Car bombed
At 5:30 PM, a suicide bomber exploded a bomb strapped to his body after he was arrested and in the police SUV. Dead were Afghan intelligence personnel. Taliban claimed responsibility.
