1Introduction


The Amhara Region ICT Development Agency focus areas are based on the Growth and Transformation Plan. These include ICT for Human Resource Development for e-Government Initiatives, Use of ICT for Public Service Delivery and Good Governance, ICT Application in Sectoral Government Institutions and Community Based Information System and Services. In addition Woreda Net, School Net, Rural Connectivity, Community Multipurpose Information Centers, ICT Business Incubation Center and other ICT initiatives are also major ICT oriented programs, which are under implementation.

This 2005 EFY final report briefly outlines ICT Strategic Plan performances in the area of Government Growth and Transformation Plan and ICT BSC five year plan of the Region and ICT Initiatives. Narrations and annexed statistical data are also built-in in the report.



2Component 1. ICT Human Resource Development





    1. Planned Sub-Components/Activities




  1. Organize and conduct training on basic computer for 21017 Region, Zone, Woreda, Kebele Officials, Civil Servants, farmers, teachers and others by Private Sectors(30% the participants Female)

  2. Conduct training on BPR Automation and Portal for 400 Region, Zone and Woreda sectors which finalize the automation

  3. Organize and conduct training for 1124 Region, Zone and Woreda experts (Female 30%) on (WoredaNet, SchoolNet, KebeleNet, Networking, Open source, Software, Website, maintenance, Education Lab. simulations, VC decentralization etc)

  4. Equip Community Radio Centers by providing Training for 10 Journalists

  5. Conduct awareness creation on ICT for 24223 Community Multipurpose Information Center, Community radio and BIC Leaders, committee members, Center employees and Communities as a whole (Female 20%)

  6. Conduct workshop on ICT impact survey document for stakeholders

  7. Organize a 3 week long experience-sharing tour locally for 10 officials and experts

  8. Organize a 3 week long experience-sharing International tour on e-Government for 10 officials and experts

  9. Follow up School PC Lab. at School and TEVET

  10. Evaluate Performances quarterly with 350 responsible Region, Zone, Woreda and kebele bodies performed so far, and come out with experience sharing and common understanding for the next term.

    1. Accomplishments

Throughout the services delivered under training (basic computer, advance, induction, and cooperative and awareness creation) it was planned to deliver services for 49354(M 28879 F 20475) employees and community members. Yearly performance shows that 45320(M 27092 F 18228) have got the service. This covers 91.83% of the intended plan. Females’ participation is 40.22%. Details in each type of training are as follows.

  1. Training

    1. Organize and conduct training on basic computer for Region, Zone, Woreda, Kebele Officials, Civil Servants, farmers, teachers and others by Private Sectors(30% the participants Female)

It was planned and organized conducting training on basic computer. Priority of training was given for teachers, next to teachers training, the priority area was to those Bureaus (Education, Health, Agriculture, Labor and Social affairs) where Process Automation is being developed.

The 2005 BSC plan intended to cover at Zonal and Woreda levels is disaggregated and is informed to all training centers in the beginning of the year.

It was planned to conduct training on basic computer for 21017(M 12051 F 8366). Currently collected data shows that 18957 (Male 11592, Female 7365) man power has been trained in the year. This covers 90.20 % of the intended plan. Females’ participation is 38.65%. Planning and achievement in training is better compared to the same period of last year. Among the total trainees 57.87% are civil servants, 13.67% are teachers, 1.67% Farmers and Kebele Managers, 2.08% is Officials, 0.33% is from HIV/AIDS Associations and 8.25% are community members trained by Community Multipurpose Information Centers, 0.28% are Disabled, 1.58% are only Females and 14.27% are ICT Club members from General and Preparatory Schools.

East Gojam, North Wollo and North Shoa have best performances compared to other Zones. Community Multipurpose Information Centers’ perform much better than some Zones on basic computer training (trained 1355 (Male 870, Female 485). A nonprofit organization named Alchemy World Project trained about 353 (Male 280, Female 73) teachers at Bahir Dar in collaboration with Bahir Dar Community Information Center.

Now a day’s computer skills in most of civil servants is on progress and use computers for delivering services, store and retrieve data timely. Information exchange through e-Mail, searching current information through internet is seen in large areas compared to the past and that is why we collect, analyze and organize data on computer literacy among civil servants yearly. (Please refer to the annex for detail data)

    1. Universities/Colleges/Institutions Linkages and Cooperative Trainings


It is known that strong linkage with Universities/Colleges/Institutions facilitates and improves ICT development in the Region as a tool for a short period of time and economic sector for the long. Based on this fact the Agency has signed Memorandum of Agreement with Technical and Vocational Bureau before two years. This collaboration is extended to Universities.

As part of universities commitment to serve the community in consultancy and research activities, for instance North Gondar and North Wollo Zone ICT Process signed an agreement with Woldia and Gondar Universities conducting research on ICT respectively. Similarly Dessie Community Multipurpose Information Center has strong relationship with Wollo University on conducting on job training for employed skill gap in the center.

Besides cooperative, internship trainings have been conducted for Colleges/Institutions and university students throughout the year. It was planned to give such services for 2920(M 1300 F 1620). Currently collected data showed that 2478 (M 1180 F 1298) students gained the services across the Region. This covers 84.86% of the intended plan. Females’ participation is 52.38%.


    1. Induction Training

Induction training is a training to be given for employees who join the industry for the first time. This training, for employees join the industry is essential to understand the mission, vision, values etc of the sector which enables them to be efficient in their tasks. It was planned to conduct training for 70(M 50 F 20) in the year. Across the Region 55(M 36 F 19) employees gained the service or trained. This covers 78.57% of the intended plan and female’s participation is 34.55%.

  1. Conduct training on BPR Automation and Portal for Region, Zone and Woreda sectors which finalize the automation

It was planned to train for 400 experts and end users on BPR Automation from 4 Bureaus and their respective Zones and on portal from 26 regional Bureaus. 365(M 293,F 72) process owners, experts and end users have been trained on systems, applications and portal developed by Information Network Security Agency(INSA) which developed all core and support process systems from 3-14 days depending on the volume and magnitude of the system developed. It is believed that this training is fruitful in implementing the systems and sectors will be automated for services they deliver at all levels. This covers 91.25% of the intended plan.

  1. Organize and conduct training for Region, Zone and Woreda experts (Female 30%) on (WoredaNet, SchoolNet, KebeleNet, Networking, Open source, Software, Website, maintenance, Education Lab. simulations, VC decentralization etc)

It was planned conduct advanced training for 1124(M 828 F 296). The training has been conducted for 1012(M 711, F 301) on different programs identified where wider gaps have been seen so far. This covers 90.04% of the intended plan. Females’ participation is 29.74%.

In detail, advanced Training on SchoolNet and Rural connectivity has been conducted successfully for 5 days each in two rounds at Bahir Dar and Debre Birhan training centers for 477(Male 375 and Female 102) . This training has been conducted for all Zone and Woreda ICT experts, High School and Higher Education Preparatory Schools IT technicians and ICT teachers where IT technicians are not available. Theoretical and practical training has been given by 3 experts from Ministry of Education for 4 solid days on SchoolNet and by 6 experts from Ethio-Telecom North Eastern and Western Regions for one day on rural connectivity.

. The main topics covered on SchoolNet training were

  2. Network Design and Ethio-Telecom Indoor & Outdoor Devices

  3. Basic concept on Satellite communication and Satellite/School Master Antenna Television(SMATV) Network System

  4. SMAT Network System

  5. Practical training on Network System at School

  6. Fundamental principle of plasma display panel technology

  7. Basic electrical installation principles

  8. Safety rules of electrical equipments

Two Region experts have been trained on video conference decentralization by Federal data center experts. Three ICT Development Agency experts on Open source Software and Interoperability for 30 days, two male on Software quality Assurance & Management for 22 days and two Community Multipurpose ICT Centers( from Dejen and Gidan) on Implemented e-Government System and Software (software applications, Web Portal, Network Infrastructure, Call Centers, Community Centers and Mobile Applications effects on internal process and Services delivered for customers satisfaction and impact survey have been attained and trained organized by MCIT. Training on Webpage development has been also conducted for 29 experts.



  1. Conduct awareness creation on ICT officials, Employees and Communities as a whole (Female 20%)

It was planned that awareness creation training on Information and Communication Technology implementation, usage and service delivery, handling, usages and protecting from any damages of WorldNet, SchoolNet, Wireless telephones and Community Centers and related topics for 24223(M 14050 F 10173) community members, hence it has been conducted for 22818(M 13573 and Female 9245). This covers 94.20% of the intended plan. Females’ participation is 40.52%. This enables creating conducive environment for ICT implementation by enhancing stakeholders and community participation.

  1. Conduct workshop on ICT impact survey document for stakeholders

The Agency has conducted survey on ICT impact on Service Delivery across the Region in 2004 E.C. The document was enriched by different experts and finally a half day workshop was planned for 100 stakeholders and ICT experts. 98(M76, F22) attendants have commented on the document. The document is printed and distributed to the respective bodies timely. This covers 98% of the intended plan of attendants of the workshop.

  1. Organize a 3 week long experience-sharing tour locally for 10 officials and experts

Five experts from ICT Development Agency have conducted experience sharing at Oromiya Regional State, ICT Development Agency. Points shared include on BPR automation and Portal implementation, hosting Applications at different levels.

  1. Organize a 3 week long experience-sharing International tour on e-Government for 10 officials and experts

The Agency Manager and one expert have conducted experience sharing abroad.

  1. Follow up School PC Lab. at School and TEVET

To ensure and organize computers distributed to School and TVET Center as ICT Lab, in 296 General and preparatory schools 5966 computers and in 66 TVET Institutions and Colleges 4581 computers totally 10547 are in use though some are non functional. These Labs are used as training, Internet and totally information Center for students, school staffs and the surrounding community. As requested by Bureau of Education for new schools, MCIT allowed 995 refurbished computers. Total cost is paid and delivering is being carried out.

Follow up is being conducted and the computers arrangement has been practiced as desired as ICT Lab since the beginning. Monitoring, following up and support will be conducted until full achievement is seen.



  1. Evaluate Performances quarterly with responsible Region, Zone, Woreda and kebele bodies performed so far, and come out with experience sharing and common understanding for the next term.

Regional ICT Development Management, Experts’ field work supervision, online support has been given repeatedly. Feedback is given to all for experience exchange of best performances of woredas and Zones.

A 5 day workshop has been organized on half year performance evaluation forum and other related topics held on Tir 6-10/2005 from all Zones and Woredas/City Administrations Heads of Offices of Administrations, ICT Core Process Owners, all Community and Radio center Managers and one expert, Bahir Dar ICT Business Incubation and Sector Bureaus ICT experts. Totally 359(M 297, F 62) attendants attend the workshop.
