Annex to the PHILSSA-QC Brochure: Description of PHILSSA QC NGOs (For contact details pf PHILSSA NGO members, link to the official PHILSSA website: www.philssa.org.ph)
Philssa NGO members in Quezon City

Based at the Ateneo de Manila University, the Philssa national network has 22 members within the national capital region (NCR). Of these NCR members, 20 of these PHILSSA NGO members have operations and services in QC (while 19 of the NGOs are holding their offices in Quezon City), most of whom provide some direct or indirect services to the urban poor communities. (Please refer to the PHILSSA-QC NGO service inventory. Of these NGOs, 4 of them were elected as part of the City Development Council (CDC of QC1). Below are the NGO members who have operations in QC:


1) Alternative Planning Initiatives Inc. (ALTERPLAN)

Alterplan promotes participatory planning, particularly integrated socio physical area development (ISPAD) planning among Civil Society Organizations (CSOs). Alterplan equips NGOs, POs, cooperatives and LGUs in developing the theory and practice of ISPAD which centers on people-environment relationships. Alterplan also conducts research; the most recent was a mapping of communities in Bgy. Holy Spirit and Bgy Base on the liveability standards set within the Millennium Development Goals.


2) Arugaan (Support System for Women with Young Children) _

Arugaan provides support system and practical life survival skills for women with young Children. Some of its programs include providing crèche for working mothers, training indigent mothers on both healthy and income generating strategies (such as making of herbal and nutritious food) and advocacy on breastfeeding.


3) Center for Community Services (CCS under Ateneo School of Government

CCS is a unit of the Ateneo de Manila University, emerged as research institution. CCS has been working for NGOs, POs, and other CSOs in developing social enterprises through the provision of technical assistance and capacity-building programmes.


4) Center for Legislative Development (CLD)

CLD intends to enhance processes and spaces of engagement within the legislature, allowing civil society to meaningfully surface their policy advocacies. It has three core programmes: Legislative Capacity Development; Strengthening of CSOs; and Gender and Governance.


5) Community Organization of the Philippine Enterprise Foundation Inc. (COPE)

COPE focuses on people's organisations in the attempt of enabling them to enhance leadership among their ranks and attain sustainability. Aside from developing community organisers, COPE core issues include land and housing; gender and development especially domestic violence; child labour; disaster preparedness and local governance. COPE also has presence in Naga and Infanta


6) Community Organizers Multiversity (COM)

COM primarily aims to develop leaders within urban poor communities through its capacity-building programmes and its various advocacies on policy development particularly on tenurial security and gender and development, among others. COM has been at the forefront in organising and supporting riverside communities which are located along the banks of the Pasig River and which are constantly threatened by violent evictions.




7) Center for Social Policy (CSP) – under Ateneo School of Government
The CSPPA of the Ateneo School of Government is a policy research and advocacy unit of the Ateneo de Manila (ADMU). The Center was established as the socio-political arm of the ADMU in April of 1986, after the downfall of the Marcos dictatorship. The Center was organized to contribute to the deepening of the political and economic democracy, the seeds of which had been initially planted by the February 1986 Revolution. Since then, the Center has been evolving as a policy research institute and convenor of multi-sectoral gathering.
Ateneo School of Government (ASG). In 1996, the ADMU formed the School of Government (ASG), to provide an institutional vehicle for the development of public servants and a forum for dialogue and partnership among government, the private, the NGO and the PO sectors. (Refer to www.asg. Ateneo.edu)
8) Emmaus Center Foundation

Emmaus works for the spiritual and psycho-emotional development and formation of the laity and the religious sector. Anchored on the Ignatian Spirituality, Emmaus provides retreat, wellness sessions that integrate mind, body and spiritual development, counselling, self-awareness and as well as community / organizational team building sessions.
9) Foundation for Development Alternatives Inc (FDA)

FDA has been involved primarily in land acquisition especially in the areas of Quezon City, Las Pinas, Valenzuela and some towns in Bulacan and Rizal. It has also been organising and supporting people’s organisations in these areas through its policy advocacy and capacity-building programmes, among others.


10) Foundation for the Development of the Urban Poor (FDUP)

FDUP facilitates the urban poor communities' to social housing programmes including government funds. Moreover, it provides training, loan documentation, engineering and consultancy services as well as research. FDUP has been among the CSOs promoting community mortgage programme.


11) Health Alternatives for Total Human Development Institute (HEALTHDEV) – www.healthdev-institute.org.ph

With its mission of providing an alternative and sustainable health care, Healthdev assists organised communities in promoting primary health care and occupational health and safety. Healthdev also integrates both eastern and western modes of healing.


12) John J Carol Institute on Church and Social Issues (JJC-ICSI)

JJC-ICSI is a research institution providing systematic analyses on various issues affecting sectors such as the urban poor, children, overseas Filipino workers, peasants, women, and environment, among others. The institute's contributions to the urban poor sector include the formation of the Urban Land Reform Task Force, one of the groups which advocated for the Urban Development and Housing Act (UDHA) and the Urban Research Consortium, a network of NGOs and academic institutions. JJC-ICSI publishes Intersect, Pulso, and Occasional Papers.


13) Kasagana-Ka Microfinance Institution (Kasagana-Ka)

Kasagana-Ka engages in credit and savings mobilisation programmes targeting for the poor. It also provides technical assistance and education seminars for organised groups. Part of its own resource-generation and mobilisation is solicitation of funds and endowments; and application for grants from government and private institutions, including international agencies.



14) Labour Education and Research Network (Learn)

Learn is an educational institution servicing the labour sector. Its seminars aim to strengthen labour unions, mainstream gender and develop skills on leadership, facilitation and documentation. Learn likewise undertakes research, publication and networking



15) Miriam - Public Education and Awareness Campaign for the Environment (Miriam-PEACE)

Miriam-Peace emerged as an initiative of the faculty members, advocating for cleaner and greener environment. The center provides programmes for training and curriculum development; community-based education and resource management; research on environmental problems and environment education, and networking. (Note: Miriam’s Institutional Network for Social Action or Miriam INSA has a pending application for membership in PHILSSA)


16) People’s Alternative Study Center for Research and Education in Social Development Inc. (PASCRES)

PASCRES conducts research on Philippine social and political realities, to further inform popular advocacy. It also provides popular education and training; and conferences and consultations. PASCRES also facilitates land acquisition by communities, working as an originator for applications on community mortgage programme and provide theatre and leadership training and social awareness to community youth and students.


17) Sentro ng Alternatibong Lingap Panlegal (SALIGAN) (www.saligan.org)

SALIGAN is an alternative law group dedicated to marginalised sectors such as laborers, peasants, urban poor, and women. Its programmes include litigation assistance, paralegal formation, legal literacy, research and publication and policy reform.


18) Small Economic Enterprises Development Inc. (SEED)

SEED provides technical assistance primarily on the promotion and development of micro and small enterprises at the local government and grassroots level within the context of good governance. It also provides capacity building interventions to central government institutions, business and other private sector organizations in the areas of project development and management.


19) TAO - Pilipinas – www.tao-pilipinas.org
TAO-Pilipinas is a women-led, non stock, non-profit NGO that provides technical assistance to urban and rural poor communities in the planning, development and management of their settlements. Its VISION is to achieve sustainable human settlements that are inclusive, people-centered, environment friendly and promotes equitable distribution of and accesses to resources. Its MISSION is to Support participatory human settlements planning, development and management; to enhance technical knowledge and skills among stakeholders in the housing and urban development sector, esp. the marginalized groups and to advocate holistic urban development (i.e. housing, planning and sustainable development).
20) Urban Poor Associates (UPA)

UPA has been educating urban poor families of their rights to housing and has been organising communities threatened by eviction. Its policy advocacies on proclamation, eviction, resettlement and others have been backed by a strong media campaigns. UPA is also engaged in research and documentation.
