Enhancing Inclusive Growth: To support government on creating employment opportunities targeting vulnerable groups particularly women, youth and people living in rural areas. Climate Change and Greening South Africa’s Economy: To support Government in realizing its national priorities of becoming a low-carbon and climate resilient economy by 2030 through two key outputs (i) Promoting sustainable energy for all through technical advisory services on needed policies and climate- resilient development strategies, institutional strengthening, and enhancing access to renewable energy technologies; and (ii) Enhancing biodiversity management through technical advisory services for policy and development strategies, protected area management and employment generation opportunities for improved livelihoods, with particular emphasis on women and youth.

South Africa’s Regional and Global Engagement: To support South Africa’s role in the regional and global arena to advocate for South-South cooperation and raising Africa’s voice on development through providing analytical works and promoting dialogue to inform good practices on sustainable development, development in post-conflict and peace-building, collaboration with respective research institutes, and UNDP Bureaus on critical issues such as migration, reconstruction and economic recovery.

3.1 Programme Scope
The National Development Plan aims to eliminate poverty, reduce inequality and reduce unemployment to 6% by 2030 and, this can be only be realised by growing and inclusive economy that creates opportunities for all. The OECD describe inclusive growth as the economic growth that creates opportunity for all segments of the population and distributes the dividends of increased prosperity, both in monetary and non-monetary terms, fairly across society.
The programme seeks to respond to challenges of unemployment, inequality and poverty by analysing socioeconomic mechanisms that generate inequality and poverty through research and providing evidenced based policy interventions that promote inclusive growth utilizing both the South African based research expertise and experience with international experience on the challenges of employment, growth and distribution through information exchange using the South-South Cooperation framework.
The programme will contribute to government efforts of promoting inclusive growth by supporting the programmatic implementation of the National Development Plan: Vision for 2030, through: (i) Supporting research agenda on social protection and pilot a social protection schemes that be used to explore policy option for extending social protection to cover informal workers; (ii) working with the Government to improve employability of young people by providing them with digital skills and entrepreneurship skills with specific focus on young women, (iii) providing high quality policy advisory support to the Department of Rural Development and Land Reform and design innovative programmes to strengthen the livelihoods of small-scale farmers; (iv) establishing a Centre for Trade Negotiations and Regional Integration to promote inter-trade and boost economic growth in the region and (v) enhancing the capacities of SMMEs to benefit from public procurement opportunities and to better integrate them into supply chains of big companies. Lastly promote South-South Knowledge and Information Exchange and gender equality across all project interventions. Several project documents have been developed and will be signed with respective Government Departments to implement the programme in 2017.
