Description: The output seeks to support DPSA to implement the Public Administration Management Act 11 of 2014 with specific focus on supporting the establishment of Public Administration Norms and Standards that will cut across all three spheres of government; and the Policy, Research and Analysis Branch to identify best practices, implement research, establish and manage governance structures and start with promoting standardization.
Activity 1: Support for a study Tour to learn best practice in Norms and Standards setting and institutionalising standardisation in the Public Service.
Purpose: Facilitate a learning excursion of public servants to expose them with international best practices in setting public service norms and standards.

Activity 2: Support in developing a Compendium of all Regulations, Policies, Determinations and Directives with impact analysis of the effectiveness and efficiency of them over the last 20 years.
Purpose: support to the development a set of regulations and regulations that will guide the implementation of the agreed upon norms and standards, for national and provincial levels of government.

5.9 Output 5: UNDP Support to Health Sector in Limpopo
Description: This is a partnership programme that has been developed by UNDP and the Government of Limpopo and it has been operating since its inception in 1997. The programme aims to support the Department of Health in Limpopo through the recruitment and deployment of volunteer health professionals from abroad to help address the shortage of health professionals in the health sector in the province. Overall objective of the partnership is to improve access and quality of health services delivery in Limpopo. The programme is fully funded by the Department of Health of Limpopo. In addition to the recruitment of UN volunteers, the programme will support the Department to develop and institutionalize the health information system to improve access to reliable health management information by the provincial health managers and to also improve provincial planning, oversight and reporting processes.
Activity 1: Recruitment and deployment of health Volunteer Health Professionals in identified specialties
Description: In collaboration with the UNV Programme, UNDP facilitates the recruitment of health practitioners, screened and selected by the department for placement in Limpopo Health Facilities.

Activity 2: Programme management & support to recruitment and deployment of health professionals in identified specialties
Purpose: Provide management support to the programme through quality monitoring and reporting as well as providing technical and administrative support to UNV volunteers. The programme will also undertake a stakeholder satisfaction survey to assess the satisfaction levels of programme stakeholders.

6. PROGRAMME FOUR: SUPPORT TO SOUTH AFRICA’S REGIONAL & GLOBAL ROLE
6.1 Programme Scope:
UNDP’s specific focus will be to strengthen the coordination and knowledge sharing on the development discourse on areas that can support a better South Africa, and regional and global good practices. This will be undertaken through a Development Knowledge Exchange, which will include consolidating and sharing possible solutions to development issues. UNDP will draw upon its global development network and expertise to provide technical advisory support and key development issues impacting on the national development agenda and regional/global priorities outside of the core focus of the programme, including peace-keeping, migration and conflict mitigation, reconstruction, and regional programmes. The Development Exchange will be a flexible facility for a deeper engagement with the Global South and offer a range of options for engagement from which South Africa could choose its preferred approach. Collaboration will be across a number of departments and key institutions in South Africa. The programme is also going to focus on building local institutional capacity to enhance knowledge exchange within different sectors and government institutions.
