communication sector in Azerbaijanand directions to improve the system of indicators
2.1. Analysis of statistical system of cargo transportation in Azerbaijan
In the transport statistics table of Azerbaijan, the main indicators characterizing the state of transport are presented. In order to compare the infrastructure, dynamics and comparison of transport, data from a number of countries of the world are included in the bulletin. The volume of cargoes, cargo turnover, , passenger turnover, transportation costs and transportation costs, investments in transport, fixed assets used, number and salaries of transport workers, other key data characterizing the status of separate types of transport, as well as work and paths. State-supported support for transport service market entities or users of these services is permitted by the market mechanism market to provide sufficient services or socially acceptable rates. Government support to operators is based on agreements concluded with them, and state support for targeted dotations It is done in the form of. Authority to apply the principles of competition to allow operators to execute this or that kind of activity by the State
State support to local transport organizations working in the international market of transportation services is carried out in the following main directions:
• Carriers of the Republic of Azerbaijan to create economic conditions, first of all, with regard to the level of tax attitudes of the operators in order to conduct business in accordance with market conditions they are working on;
• Establishment of a favorable regime not less favorable for domestic freight carriers than in the regime of freighters from other countries when border and customs procedures are being enforced;
• Development of mechanisms of immediate response when carriers of the Republic of Azerbaijan are exposed to discrimination abroad;
• Strengthen the use of national regulatory capacities in the international transportation section of the market where the bilateral permit systems operate;
• Strengthening the activities of international organizations that apply the appropriate authorization system to enter the international transport services market;
• other measures designed to encourage local merchants to contract under the terms of the "CIF", or to facilitate the export of goods through local transport facilities

The use of transit potential of the Republic of Azerbaijan is not only an integral part of the strategy of economic growth, but also the main priorities of the transport system development. To increase the level of utilization of transport potential of the Republic of Azerbaijan, the following is necessary:
• Active state aid to international transit projects of the Republic of Azerbaijan, creation of favorable international alliances for the republic, protection of national interests by counteracting against alternative international projects;
• planning of transport infrastructure modernization, taking into account the development of the transit;
• supporting investment projects aimed at the development of transit transportation;
• Future development of all transit transportation infrastructure that speeds up transport and customs technologies, information systems, transit cargoes and their border inspection;
• technical modernization and improvement of economic regimes in transit air corridors passing through the airspace of the Republic of Azerbaijan;
• Development of transit corridors creation and development projects with the inclusion of the main international Transit Corridors by the Republic of Azerbaijan.
International transport corridors passing through the territory of the Republic of Azerbaijan should be the main priorities of the transport system development, as well as become an independent area aimed at increasing the country's economic power. The main objectives of the formation and development of international transport corridors passing through the territory of the Republic of Azerbaijan include:
• Consolidated development of transport infrastructure for the integration of European-Asian transport systems to ensure uninterrupted movement of cargo and passengers throughout the country;
• Optimization of transport processes;
• Creating conditions for reducing freight and passenger transportation tariffs through increasing the load capacity of the national transport network in domestic transportation and the more efficient use of existing resources;
• Rationalization of interconnection between different types of transport in the intermodal transport line;
• Creating favorable conditions for attracting investors to investment projects on international transport corridors;
• promoting the development of international tourism.
Ensuring the safety and environmental requirements in transport, including the functions of public administration, include the following:
• Carrying out by transport enterprises and carriers the safety of life, health and property of passengers, safety of traffic movement, as well as environmental protection;
• bringing the relevant technical means (works, services) to the obligatory requirements for the safety of life, health and property of vehicles, roads, as well as traffic;
• Ensure environmental protection, soil, water, plant and animal protection against contamination and rational utilization of natural resources, ensuring environmental and public safety in the transport operation;

The mainstay of rapid economic growth in the Republic of Turkey will be largely dependent on the dynamic development of the infrastructure of the economy, especially the transport system. The main reason for raising the technological level of our country's existing types of transport (such as railroad, sea, air, automobile and railroad) is the gradual increase in domestic cargo and passenger traffic within TRACECA, as well as other routes, as a result of foreign investment in all sectors of the economy increase in the number of enterprises and production capacities, the commitment to strengthen strategic transit position among the countries of the region, such as the main transnational transport artery of our territory, and so on. shall be considered.
