National Definition

Waste is defined as any hard objects, hard substances, products or refuse which are useless, disposed of, are intended to be disposed of, or are required to be disposed of.
Hazardous waste is defined as any substances that are radioactive, explosive, toxic, inflammable, pathogenic, irritating, corrosive, oxidizing, or other chemical substances which may cause danger to human and animal health or damage plants, public property or the environment.
There are no wastes defined as, or considered to be hazardous wastes by national legislation in accordance with Art. 1, para 1(b) of the Basel Convention.
In Cambodia there are no wastes other than those pursuant to Art. 1 (1)a and/or Art. 1 (1)b of the Basel Convention that require special consideration when subjected to transboundary movement.

Restrictions on Transboundary Movement

Amendment to the Basel Convention

The amendment to the Basel Convention (Decision III/1) has not been implemented in Cambodia.







Restrictions on export for final disposal

Cambodia restricts the export of hazardous wastes and other wastes for final disposal. The relevant legislation is the Solid Wastes Management Sub-Decree, Article 20 which states that “the exportation of hazardous waste from the Kingdom of Cambodia to abroad could be conducted if there are an agreement from the Ministry of Environment, export license from the Ministry of Trade, and permit from the import country. The exportation of hazardous wastes shall be in accordance with the provisions of the Basel Convention”.







Restrictions on export for recovery

Cambodia has no restrictions on the export of hazardous wastes and other wastes for recovery.







Restrictions on import for final disposal

Cambodia restricts the import of hazardous wastes and other wastes for final disposal. The relevant legislations are the Solid Waste Management Sub-Decree, 1999; and the Water Quality Management Sub-Decree, 1999. The Article 21 of the Solid Waste Management Sub-Decree states that “the importation of hazardous waste into the country is strictly prohibited”.







Restrictions on import for recovery

Cambodia restricts the import of hazardous wastes and other wastes for recovery. The Article 21 of the Solid Waste Management Sub-Decree states that “the importation of hazardous waste into the country is strictly prohibited”.







Restrictions on transit

Cambodia has no restrictions on the transit of hazardous wastes and other wastes. During the development process of the Sub-Decree, the transit of hazardous wastes was not taken into consideration.





Reduction and/or Elimination of Hazardous Waste Generation
