OCP
The Planning Public Participation contract was developed to assist transportation planners in designing and implementing public involvement plans to achieve compliance with
LEP, Executive Order 13166, Title VI of the Civil Rights Act of 1964, EJ and Executive Order 12898, requirements to involve all Title VI populations.
The Contractor provided translation services to ensure brochures, ‘comments’ handouts and Internet promotions were printed and posted in languages appropriate to the populations identified by each Planning activity, including Hmong and Vietnamese in the Central Valley, as well as Spanish, Vietnamese and Cantonese for other areas.
The Contractor and the Department with appropriate CBOs, has arranged to obtain translation services, Braille and signing services, as requested for Planning activities throughout the State.
REDDING Significant problem areas and corrective actions:
The District will continue working towards stronger government-to-government relationships with the Tribal Governments in the District. The District is committed to involving Tribes in the transportation planning process including, pursuing formal and informal review of critical planning documents and requesting and monitoring that the RTPAs in the District involve the Tribes in their various activities. The District is using an MOU with the Karuk Tribe, developing an MOU with the Pit River Tribe, and has a goal of implementing MOUs with all the Tribes in the District to help outline roles and responsibilities with the Tribes and the Department in building Government-to-Government relationships.
The District developed a LEP procedure that will assist staff when communicating with Non-English speaking people.
The Office of Advance Planning prepared Transportation Project Initiation Documents and a brief assessment of potential EJ and Title VI impacts that require more detailed study during the project environmental assessment phase.
The District provided Spanish flyers at all public meetings and workshops. These flyers explained the TCR process and current information about the routes that were studied. One employee is available for customers whose primary language is Spanish. District staff contact SPB for additional alternative language needs.
MARYSVILLE Activities conducted to provide LEP public access to program services
The District contracted with members of the local minority and low-income communities.
A translator was made available at public meetings and workshops.
Brochures were developed both in English and Spanish.
OAKLAND Significant problem areas and corrective actions There were no significant problem areas or corrective actions taken during the reporting period.
SAN LUIS OBISPO Activities conducted to provide the LEP public access to program services At the Public Information meeting on the Highway 1 TCR, the District provided display boards, PowerPoint presentations, and comment cards in both English and Spanish. The District also had translators available for assistance.
FRESNO Activities conducted to provide the LEP public access to program services The DOTP Grants Workshop held on August 31, 2004, provided translation for Spanish speaking community members. The Fresno EJ Coordinator worked with the Pan Valley Institute and the project consultant to identify a professional translator that the Latino community was comfortable with for the event.
Significant problem areas and corrective actions A problem area noted was the need for more Southeast Asian and African American community participation at events, programs and activities. The corrective actions taken have been to acquire contact information of the targeted population by consulting with organizations such as the Pan Valley Institute, Fresno West Coalition for Economic Development, and Odyssey who are having success in involving these communities in their programs. Transportation Planning staff arranged for Keith Kelly, Fresno West Coalition for Economic Development to be the keynote speaker for the Caltrans Transportation Planning Grants Workshop on August 31, 2004.
