Qualitative Performance Measures It is strongly recommended that applicants identify qualitative indicators to measure their progress on the different blueprint tasks. Applicants should consider creative ways to assess their progress in meaningful, if not measurable, ways. Some examples include:
Task: identifying data needs. Qualitative measure: did you gather the baseline data you needed (yes/no), and what percent or number did you succeed in gathering?
Task: public engagement. Qualitative measure: report on the diversity of involvement (by age, job sectors, underrepresented groups, ethnicity etc) and the degree of buy-in among residents and elected officials (use survey questions).
