COMMONWEALTH GENERAL CONSTRUCTION INDUCTION TRAINING CARDS

Under the harmonisation of work health and safety laws, Comcare will be regulating the authorisation function of general construction induction training cards (CITC) under the Work Health and Safety Regulations 2011 (WHS Regulations) from 1 January 2013.

SUMMARY

Induction training for the construction industry has become a compulsory requirement of all workers prior to commencing work on a construction site across the Commonwealth, states and territories. General construction induction training provides people with a basic knowledge of requirements under WHS laws, the common hazards and risks likely to be encountered on construction sites and how these risks should be controlled.

WHAT IT WILL LOOK LIKE

Comcare have designed a CITC in a format that follows the requirements listed under regulation 320 of the WHS Regulations, as shown below. It is consistent with the current Australian state and territory regulator CITCs.

WHO NEEDS A CITC?

General construction induction training is mandatory for all people who carry out construction work and access operational construction zones unaccompanied or not directly supervised by someone who has had the training. This includes project managers, engineers, supervisors, surveyors, labourers and tradespeople.

Visitors to a construction site accompanied by an inducted worker, or those carrying out work outside of the construction site do not require a CITC.

COMCARE APPLICATION PROCESS

Workers within the Commonwealth jurisdiction may apply directly to Comcare after they have successfully completed the general construction induction training through a Registered Training Organisation (RTO) registered with the Australian Skills Quality Authority (ASQA), Victorian Registration and Qualifications Authority (VRQA) or the WA Training Accreditation Council (WA TAC).

Workers will need to provide certified copies of 100 points of identification, training certification or written declaration that they have successfully completed the training, and complete a customised Statutory Declaration which is attached to the application form. Replacement cards can be obtained through Comcare following the same process as above if required.

The fee for an initial or replacement CITC is $30.00 as specified in the WHS Regulations. The application form can be found on the Comcare website listed below.

WHO CAN PROVIDE THE TRAINING?

To obtain a Commonwealth CITC, the training will need to be provided by a RTO that is registered with ASQA, the national regulator for Australia’s vocational education and training (VET) sector, VRQA or WA TAC. The RTO will need to have approval to deliver the unit of competency CPCCOHS1001A—Work safely in the construction industry.

Upon successful completion of the training, the RTO should issue a general construction induction training certification, or a written declaration by the person who provided the training on behalf of the relevant RTO that the applicant has successfully completed the training.

RECOGNITION OF STATE AND TERRITORY WHITE CARDS

The Commonwealth will recognise all valid CITCs issued by state and territory WHS regulators, and all state and territory WHS regulators will recognise valid commonwealth issued CITCs.

Recognition of CITCS issued by other jurisdictions does not apply to those CITCs that have been cancelled in the corresponding jurisdiction.
