8.1 Description of the Consortium

The consortium comprises a total of 34 member institutions from 12 European nations, including 3 accession countries. There are 9 workpackage leaders and 25 members and they represent 6 industrial research institutes, 2 industrial consultants, 2 manufacturers, 5 industrial R&D/test centres, 9 national measurement institutes, 5 universities and 5 institutes of applied research.

Most members of the consortium were approached individually for their particular expertise and recognised eminence in their respective fields. (Meetings were held in Berlin and London with prospective members during formulation of the proposal.) The VI will want to establish a reputation for quality, reliability and impartiality and so careful selection of members is very important. Among the considerations for selection were: knowledge and understanding of customer requirements (e.g. suppliers of equipment or consultancy services will have existing customer bases who pay for their products), quality and outreach of their work (do they have a good reputation and serve a wide Europe customer base?) and a track record of successful international collaborative projects.
Each of the members has an active part in the project, as described in Section 3. Other organisations contacted during formulation of this proposal have also expressed interest in contributing and they are identified in the workpackage descriptions as invited members. In addition, provision has been made to recruit further members and participants, primarily from industry, where the organisations concerned bring in specialist skills, knowledge of industrial requirements or other resources not otherwise available from the project team and for which there is VI customer demand.
The institutes that lead WPs 4 to 9 have been chosen because of their excellence in the respective thermal measurement technologies. Their competencies complement each other and the combined skill base covers the whole field of thermal metrology and its applications.
