Abstract
— This study aims at describing literacy program
which integrates reading and writing in English for young
learner classes in North Bali Bilingual Schools. The study follows
a descriptive qualitative design, involving 4 teachers, school
principal and 56 students of grade 4, 5, and 6. The data are
collected through classroom observation and interview with the
teachers, students, and the school principal. The findings of this
study show that there are several strategies that can be effectively
implemented in the primary literacy program for young learners
learning English as a foreign language. These strategies comprise
