KEY INTERLOCK SYSTEM





  1. A solenoid key interlock shall be provided such that the key to operate the disconnect switch cannot be removed unless all the capacitor switching devices have been open for five minutes. Removal of the key will disable the "normal" control of the capacitor switching devices.

  2. The disconnect switch cannot open unless the solenoid key is available. The disconnect shall not closed unless the ground switch is locked open.

  3. The ground switch cannot close unless the disconnect switch is locked open. The ground switch cannot open unless all the capacitor section doors have been locked closed.

  4. The capacitor compartment doors shall not open unless the ground

switch is locked closed.




    1. BANK PROTECTION

1. Provisions shall be included to alarm the customer in the event power factor or harmonics are not within stated guidelines.


PART 3 - EXECUTION





    1. INSTALLATION




      1. Install capacitor in accordance with the NEC, as shown on the drawings, and as recommended by the manufacturer.

      2. Anchor capacitor with rustproof bolts, nuts, and washers not less than

12 mm (1/2 inch) diameter, in accordance with manufacturer’s instructions.


    1. ACCEPTANCE CHECKS AND TESTS





      1. An authorized representative of the capacitor manufacturer shall technically supervise and participate during all of the field adjustments and tests. Major adjustments and field tests shall be witnessed by the Resident Engineer. The manufacturer’s representative shall certify in writing that the equipment has been installed, adjusted and tested in accordance with the manufacturer’s recommendations.

      2. Perform manufacturer’s required field tests in accordance with the manufacturer's recommendations. In addition, include the following:

        1. Visual Inspection and Tests:




          1. Compare equipment nameplate data with specifications and approved shop drawings.

          2. Inspect physical, electrical, and mechanical condition.

          3. Confirm correct application of manufacturer's recommended lubricants.

          4. Verify appropriate anchorage, required area clearances, and correct alignment.

          5. Verify that circuit breaker sizes and types correspond to approved shop drawings.

          6. Verify tightness of accessible bolted electrical connections by calibrated torque-wrench method, or performing thermographic survey after energization.

          7. Verify appropriate equipment grounding.




          1. Confirm correct operation and sequencing of key-type mechanical interlock systems.

          2. Vacuum-clean enclosure interior. Clean enclosure exterior.




          1. Inspect insulators for evidence of physical damage or contaminated surfaces.

          2. Verify correct shutter installation and operation.



          1. Exercise all active components.




          1. Verify the correct operation of all sensing devices, alarms, and indicating devices.

          2. Verify that vents are clear.




          1. Inspect control power transformers.




        1. Electrical tests:




          1. All testing shall be performed in accordance with NETA Sections

7.20.1 and 70.20.2 under actual standards and conditions. Certified test reports shall be provided.


    1. FOLLOW-UP VERIFICATION





      1. Upon completion of acceptance checks and tests, the Contractor shall show by demonstration in service that the medium-voltage capacitor is in good operating condition and properly performing the intended function.
    1. TEMPORARY HEATING





      1. Apply temporary heat to capacitor, according to manufacturer's written instructions, throughout periods when capacitor environment is not controlled for temperature and humidity within manufacturer's stipulated service conditions.
    1. ONE LINE DIAGRAM AND SEQUENCE OF OPERATION





      1. At final inspection, an as-built one line diagram shall be laminated or mounted under acrylic glass, and installed in a frame mounted on the exterior of the capacitor.

      2. Furnish a written sequence of operation for the capacitor. The sequence of operation shall be laminated or mounted under acrylic glass, and installed in a frame mounted on the capacitor.

      3. Deliver an additional four copies of the as-built one line diagram and sequence of operation to the Resident Engineer.
    1. INSTRUCTION





      1. Furnish the services of a factory-trained technician for one 4-hour training period for instructing personnel in the maintenance and operation of the capacitor, on the dates requested by the Resident Engineer.
