1. Objective


The purpose of this acquisition is to provide the Department of Veterans Affairs, Veterans Health Administration (VHA) with Pre-Planning and Initial Outfitting, Transition, and Activation (IOT&A) services for the San Francisco VA Health Care System. The San Francisco VA Healthcare System will be constructing and activating building 40, a new 110,000 sf wet lab research building to replace a seismically deficient research building and consolidate wet lab research from throughout the San Francisco medical center into one building. The objective is to have the Pre-Planning and IOT&A project complete by first day of research services, projected 09/30/2021. The North American Industry Classification System (NAICS) code for these services is 541614, Process, Physical Distribution, and Logistics Consulting Services.

2. Introduction


A National Activations Office (NAO) was approved by the Under Secretary of Health in Fiscal Year 2012 to serve as a focal point for VHA medical facility activations. Activation is defined as the process of identifying, planning, managing, and executing the logistical and operational requirements to bring a new or renovated facility into full planned operations.  The medical center assigns VHA staff to an Activation Team which is responsible for managing the Activation Project and ensuring the facility is in full planned operations on Day One (the first day clinical and/or business services are scheduled). Contractor services are often required to support the medical center's Activation Team.
