Highlights during the year:
-
KPCL has achieved highest generation of 28239 MU (since inception) during the year 2011-12.
-
Bellary TPS has achieved highest generation in a year of 3089.8 MU during 2011-12.
-
Raichur TPS achieved highest generation in a day of 40.552 MU (98.24% PLF) on 27.02.2012.
-
Sharavathi Generating Station achieved highest generation in a day of 23.461MU on 13.03.2012 and highest generation in a month of 665.824 MU during March 2012.
-
Shivasamudram Power House has achieved highest generation in a year of 332.12 MU during 2011-12.

Sharavathy Valley Project - Repairs to Power Channel
Water to Sharavathy Generating Station is fed from Linganamakki reservoir for power generation through Power channel which was constructed during 1964. This power channel had progressively deteriorated leading to heavy leakages and the repair work of this power channel was taken up during this financial year by taking shut down of power channel from 17.11.2011 with the approval from GoK. This repair work was entrusted to M/s. ITD Cementation India Ltd, Mumbai at a contract amount of `22.24 crores. The work was commenced from 17.11.2011 and completed in all respects by 01.3.2012 in a record time of 3 ½ months in one season only as against proposed 5 months working period (spread over to two seasons). The performance of this Power channel after this repair work is found to be satisfactory.
VIII Projects completed during the year
During the year, the Corporation could add 3 MW Solar Power project at Yapaldinni in Raichur District which was commissioned on 07.02.2012
IX. Ongoing Power Projects:
1. Bellary Thermal Power Station Unit - II (1 x 500 MW)
KPCL is adding another unit of 500 MW capacity at BTPS by utilizing the infrastructure facilities available in BTPS at a cost of `2261 crores. The gross energy generation would be 3504 MU per year. Contract agreement was executed with M/s. BHEL for EPC package of `1680 crores.

Boiler hydraulic test was completed on 26.06.2010.
-
Boiler light up was achieved on 04.02.2011.
-
The Unit was synchronized with coal on 22.03.2012.
2. Yeramarus (2x800 MW) Thermal Power Station
An MOU was signed for Yeramarus TPS (2 x 800 MW) on 12.01.2009 (in Joint venture with M/s BHEL) as per G.O No. EN 90 PPC 2008 dated: 03.01.2009.
Work on the Yermarus Thermal Power Station has been commenced. The estimated cost of the project is ` 9015 crores and it would generate 11913 MU of energy annually. Clearance from MoEF is received on 17.11.2009. LoA was issued to M/s BHEL on 09.04.2010 for BTG package and certain BoPs.

LoA has been issued to M/s Gannon Dunkarly Co. Ltd., for RCC twin flue Chimney on 26.04.2012. Agreement concluded with the agency. Mobilization, preparation of design and drawings are under progress.

Tender has been floated for Plant Water System with modified PQR.

Fresh tender has been floated for construction of Induced Draft Cooling Tower instead of Natural Draft Cooling Tower.
-
With regard to General Mechanical Works fresh tenders with modified PQR will be floated shortly.
3. Bellary Thermal Power Station, Unit-3: (1 x 700 MW)

GoK has accorded approval to take up Bellary Thermal Power Station, Unit-3 (1 x 700 MW) .The estimated cost of the project is `4686 crores and it would generate 5212 MU of energy annually. Clearance for the project is received from MoEF. LoA was issued on 28.09.2010 to M/s BHEL on EPC basis at the negotiated price of ` 3700 crores.

Kick off meeting held on 11.02.2011 with M/s. BHEL in the presence of Hon’ble Power Minister, (GoK).

Orders placed for supply of T G equipment, Coal handling and Ash handling equipment.

LoA has been issued for civil package on 19.03.2012 and the work has commenced.

Civil works of Coal Handling Plant are in progress.

Renovation, Modernisation & Upgradation works of Nagjhari power house Unit-6 (15 MW)
Up gradation works of Nagjhari power house Unit-6 from 135 MW to 150 MW has been entrusted to M/s. VATECH Hydro India Ltd. The estimated cost of this work is `15.00 crores. It is programmed to re-commission the Unit during 2012-13.

Solar power plants:
-
Grid connected Solar photo voltaic power plants at Kolar, Belgaum and Raichur districts (3X3MW):
KPCL has established Grid connected Solar photo voltaic power plants in three districts viz. at Kolar, Belgaum and Raichur each of 3MW capacity solar plants at Kolar and Belgaum districts(total 6MW) have been commissioned during December 2009. 3MW solar plant at Raichur has been commissioned and connected to grid on 07.02.2012.

Solar plant at Shivanasamudram:(5MW):
5MW Solar PV plant at Shivanasamudram is allotted to KPCL by NTPC Vidyut Vyapar Nigam Limited, New Delhi under Jawaharlal Nehru National Solar Mission on tariff bidding basis. The estimated cost of the project is `65 crores with an annual energy generation of 8.32mu.Supply, erection and commissioning of the above project has been awarded to M/s BHEL on EPC basis through Swiss Challenge Method, LOA was issued on 24.05.2011 and the works have been completed, and the plant has been commissioned on 25.06.2012.

Clean Development Mechanism (CDM):
CDM validation for solar plants at Kolar and Belgaum districts for availing carbon credits has been completed. The reports have been submitted to UNFCCC for registration. CDM validation for solar plants at Raichur and Mandya projects are in process.

New projects:
GoK has allotted two solar plants to KPCL of 5MW capacity in Haveri district of Karnataka, one plant at Chandapur village and another at Kaginele village, Haveri district. The preliminary works for taking up 5MW solar projects at Haveri district are in progress.
X New and Proposed Power Projects

Edlapur Thermal Power Station: (1x800 MW)
-
For development of Edlapur TPS (1x800MW) in Joint Venture with M/s BHEL, a MOU was signed on 12-01-2009 as per GoK order No. EN 90 PPC 2008 dt. 03-01-2009.
-
Estimated cost of the project is `4960 crores and it would generate 5957 MU of energy annually.
-
Clearances for the project are received from, Airport Authority of India & Archaeological Survey of India, Health & Family Welfare Dept and Fisheries Dept. GoK.
-
Regarding obtaining MoEF clearance, following is the status;
-
Long term coal linkage application for allotment of 5.5 mtpa of coal for 1x800 MW unit has been submitted to the Standing Linkage Committee (Long term) on 03-04-2009.
-
Expert Appraisal Committee meeting of held on 10-11-2009 and the committee deferred decision as there is no firm coal linkage and clarify on the source of fuel and its characteristics
-
All the required details regarding pre-qualifications and prioritization for coal linkage sought for by CEA have been furnished on 30.12.2011.
-
LoI has been issued to M/s BHEL on 25.09.2010. The work will be commenced after obtaining clearance from MoEF.
-
Godhna Thermal Plant at Chhattisgarh (2x800 + 1x800 MW)
-
Govt. of Karnataka vide GO No. EN 80 PPC 2008, dated 15.09.2008 and EN 134PPC 2008 dated 4.6.2009 has allotted this project to KPCL. This is a Supercritical Thermal Plant proposed to be implemented at Godhna Village, NavgadhTaluk, Janjgir – Champa, District, Chhattisgarh State

KPCL has signed MoU with the Govt. of Chhattisgarh and Chhattisgarh Power Holding Co. on 8.9.2008. In terms of the MoU, Implementation Agreement has been signed on 29.6.2010
-
Joint venture partnership agreement with L & T was signed on 24.02.2010.
-
The capacity of the project is 2x800 MW in the first phase and 1x800 MW in the second phase. The estimated cost of the project is Rs.9015 crores (for 1st phase) and it would generate 11914 MU of energy annually.
-
1260 acres of land is allotted for the project out of which 1028 acres is private land and 232 acres is Govt. land. 6(1) notification is already issued for acquisition of private land and cost of the land is already deposited. 232 acres of Government land is being handed over shortly. The disbursement of compensation to the land losers at the rate of `10 lakhs per acre by Chhattisgarh Govt. and an additional compensation of `3.8 lakhs per acre by KPCL (Totaling to `13.8 lakhs) has been made. 92% progress has been achieved so far.

Application for coal linkage has been filed with Ministry of Coal. Coal linkage is awaited.

Public hearing has been conducted at Godhna Village on 29.7.2010 by the Chhattisgarh State Pollution Control Board. There were no objections regarding establishment of the plant. Chhattisgarh Pollution Control Board has forwarded the proceedings of the Public Hearing to MoEF on 28.8.2010.
-
Socio economic survey and EIA studies, are completed and application for environmental clearance is submitted to MoEF on 4.9.2010.
-
Government order for allotment of 52MCum (1.84 TMC) of water per annum to the project, to be drawn from Mahanadi river has been issued by the Govt. of Chhattisgarh on 17.8.2010. Funds have been released for construction of a barrage across Mahanadi River as per the conditions of Chhattisgarh Govt., which will be adjusted towards water cess to be paid by KPCL later. Construction of barrage has been taken up by Chhattisgarh Govt.

Power Purchase agreement has been signed with Chhattisgarh Power Trading Company on 5.1.2011.

Power Grid Corporation of India has granted Long Term Open Access (LTOA) for evacuation of power from Chhattisgarh state to Karnataka and an agreement has been signed with PGCIL on 6.1.2011.

As a part of CSR activity, a Mobile Health clinic is in operation for a period of 2 years and desilting of tanks is being taken up as per the request of Chhattisgarh Govt.

Tadadi Combined Cycle Power Plant: (2100MW)
-
Government of Karnataka Vide G.O. No. CI 222 SPI 2009, Bangalore dated 16.11.2009 has accorded approval to establish the 2100 MW Tadadi Gas based Combined Cycle Power Plant in KumtaTaluk, Uttara Kannada District.
-
Estimated cost of the project is ` 9587 crores and it would generate 15637 MU of energy annually.

Pre-feasibility report prepared and submitted to various Departments for according approvals.
-
400 acres of land acquired from KIADB and possession of the same taken over on 02-06-2010.
-
NOC from Commodore, Naval Base, Karwar received (Airport clearance).
-
Approved TOR received from MoEF, New Delhi on 23-09-2010.

Topographical Survey completed.

The work of carrying out Environmental Impact assessment (EIA) studies is entrusted to M/s SENES Consultants, Hyderabad and the work is in progress. Rapid Environmental Report prepared and submitted to KSPCB with a request to carry out public hearing.

Detailed Project Report completed.

The work of examining the technical and commercial aspects involved in construction of LNG/FSRU and supply of indigenous gas was awarded to M/s.TGE Gas Engineering. The agency has completed the work and submitted the feasibility report, Request for participation (RFP) and Gas supply purchase agreement (GSPA).

The work of carrying out studies related to design & operational parameters for offshore facility, CRZ clearance, identification & selection of location for single point mooring and pipeline was entrusted to National Institute of Oceanography. NIO has completed the works entrusted except for the CRZ works, which could not be completed in view of inundation of water at the plant area. Baring the CRZ works all the reports have been received from NIO.

Gundia Hydel Scheme: (400 MW)

GoK allotted the project to KPCL on 06-10-1998.

The proposed Gundia Hydel Scheme with an ultimate installed capacity of 400 MW is located in Hassan & Dakshina Kannada Districts. It would generate 906 MU of energy per annum. The cost of the project is `1126. crores as per SR-2007-08. Techno-Economic clearance is obtained from CEA on 25-04-2008 for Phase-I (1x200 MW).

Clearances from various Departments of GoK / GoI have been obtained.

Survey works of Phase-II is under progress.

Foundation stone for Phase I Project laid on 23.05.2009.

The project was considered for the Environmental Clearance by the Experts Appraisal Committee of the MoEF in its 38th meeting held on 30-06-2010 and decided to recommend for Environmental Clearance noting that the Ministry may consider the report of Western Ghats Experts Committee constituted under the Chairmanship of Prof. Madhav Gadgil. The Experts Committee has submitted its report to MoEF. GoK submitted its opinion on this report as called by MoEF.

Clearance from MoEF is awaited.

The proposal for the diversion of Forest land required for the project is to be submitted to the Central Government. To firm up such a proposal, the State Forest Department is carrying out the work of enumeration of trees in the project area and thereafter the proposal will be submitted to the Central Government.

Shivasamudram Seasonal Scheme (345 MW)

GoK has accorded approval for establishing the power plant with an installed capacity of 345 MW by KPCL vide GO No. EN 74 PPC 2008 dated: 07.06.2010

The estimated Cost of the project is `1522.82 crores and at 90% PLF, dependable generation is 1119 MU per Annum

Wind Energy Projects [500 MW]
KPCL and NTPC have entered in to a ‘MOU’ on 12/01/2009 to plan and implement a total of 500 MW Wind Energy Projects in Karnataka. Out of the 500 MW wind farm capacity, 400 MW would be put up by NTPC and about 100 MW by KPCL. KPCL Board has approved extension of the validity of the M.O.U. up to 11/01/2015.

Guledagudda Wind Power Project:
GOK has allotted ‘100 MW’ Wind Power Project to M/s NTPC at Guledagudda Hill Ranges. KPCL being the facilitator for this project have carried out the following works:
-
Micro-Siting and Energy Estimation has been got done from M/s C-WET, Chennai.
-
WTG Layout drawings including evacuation arrangements pertaining to this project have been furnished to M/s NTPC. They have to now assess the exact quantity of land required for the Project and submit revised application to Forest Department.
-
N.O.C. for height clearance has been received from Airport Authority of India, Mumbai Airport.
-
Detailed evacuation proposal along with processing fee and relevant drawings were forwarded to KPTCL. KPTCL have carried out power evacuation studies for the project and have requested NTPC to remit Net Work augmentation charges (`5 lakh per MW) to enable them to communicate scheme approval.

Topographical Survey of the Guledagudda Wind farm has been completed and the finalized drawings and documents received from the survey agency have been forwarded to M/s NTPC – Wind Group – Belgaum. The total expenditure of ` 30,28,729/- incurred by KPCL towards the works has been reimbursed by M/s. NTPC, New Delhi.

The deliverables submitted by M/s Mapcon Consultants, Bangalore on completion of the Road Alignment Survey have been forwarded to M/s. NTPC Ltd., Belgaum. M/s NTPC, New Delhi have now been requested to reimburse the amount of ` 4,92,954/- incurred by KPCL towards the subject work.

M/s NTPC, Belgaum/ New Delhi have taken up fresh Wind Power Assessment (WPA) studies at Guledagudda. The 80 meter tall wind mast procured by KPCL for Kappatagudda has been diverted to Guledagudda as per the request of M/s NTPC, Belgaum. Reimbursement of the amount of `14.33,900/- towards the installation of Wind Mast and conducting ‘WRA’ studies at Guledagudda is awaited from M/s NTPC, Belgaum.
b) Kappatagudda Wind Power Project:

Govt. of Karnataka has allocated 39.75 MW out of 56.50 MW proposed by KPCL vide GoK Order No. EN 569 NCE 2009 Bangalore dated 26.11.2009 to develop additional wind power at Kappatagudda. Location co-ordinates and elevations indicated were erroneous, as such amendment is sought in the matter.

Topographical survey has been completed by M/s MAPCON Consultancy, Bangalore.
-
Principal Chief Conservator of Forests (PCCF) has been requested to allot 65.50 hectares of forest land for the project based on the tentative layout.
-
No Objection Certificate for height clearance has been received from Airports Authority of India, Chennai Airport vide their letter dated: 05/02/2010 in respect of Kappatagudda Wind Energy Project.
-
M/s MAPCON, Consultants, Bangalore have completed the Road Alignment Survey work and handed over all the deliverables to KPCL.
-
Processing Fee for power evacuation studies was remitted to KPTCL. Thereafter the Chief Engineer Electricity (TA&QC)/ KPTCL, Bangalore has communicated approval for the power evacuation scheme vide his letter dated: 01/07/2010.

C–WET has carried out Micro siting and Annual Generation Estimation for the Installation of higher capacity WTGs in place of the existing units at Kappatagudda Wind Farm of KPCL and have furnished the finalized report. Installable capacity is 9.9 MW [6 X 1650 KW] in case we go in for higher capacity WTGs

Wind monitoring studies at Itnal & Kappatagudda (New Area)
-
Wind Mast of 80 mtrs. height has been installed and commissioned by C-WET, Chennai on 9th October 2010 at the location adjacent to ‘3 MW’ Solar Plant at Itnal Village of Chikkodi Taluk. The wind pattern studies are required to be carried out for a period of two years and will be completed during November 2012.

Clearance from DCF/Gadag is awaited for taking up ‘WRA’ studies at Kappatagudda Hill ranges (New Area).

Bidadi Combined Cycle Power Project:
The proposed Bidadi Combined Cycle Power Plant is located in the villages of Billakempanahall and Banandur villages of Bidadihobli, Ramnagar District and which is about 32 Km from Bangalore. The total cost of the project for the 700 MW ± 20 % capacity is `2500 crores.
International Competitive Bids invited for the EPC works of 1400 MW Bidadi Combined Cycle Power Plant in April 2010. The tender was opened in August 2010 and the evaluated bids placed before the Board Meeting held on 15-10-2010. The Board noted the recommendations of the Committee headed by the Chief Secretary and resolved that “under the changed circumstances, the existing techno commercial and price bids for the 1400 MW EPC tender of the BCCP be cancelled and fresh offers invited from the existing nine pre-qualified bidders for EPC works of one module of 700 ± 20% MW combined Cycle Power Plant at Bidadi”. Accordingly, the EPC bids called for 1400 MW capacity cancelled and all the bidders informed.
Government of Karnataka vide order No.EN 78 PPC 2010, Bangalore dated:05-07-2011 has accorded approval for implementation of the first block of Gas based 1 X 700 MW ± 20% Bidadi Combined Cycle Power Plant on Liquefied Natural Gas(LNG) fuel.
Action is being initiated to issue EPC bid documents to the nine pre-qualified bidders for the reduced capacity of 700 ± 20% MW.
The site grading works of the Power block area for the finished RL of 717.00 M has been completed.
XI Consultancy and Engineering Services Department [CESD]
During the present year KPCL – CESD achieved a turnover of Rs. 0.40 lakhs. The total earnings from consultancy services as on March 2012 is Rs. 1042.88 lakhs.

XII Management of Coal
A. Coal for RTPS
Coal requirement at RTPS is about 27,000 tonnes per day for operation of eight units (7x210 mw + 1x250 mw) at full load. Supply of coal is from (i) Singareni Collieries Company Ltd., Andhra Pradesh, (ii) Western Coalfields Ltd., Maharashtra, (iii) Mahanadi Coalfields Ltd., Orissa and (iv) Imported coal.
Coal received during the year 2011-12 was 76.60 lakh tonnes. Details of coal received are as under:

The specific coal consumption is about 0.748 Kg/Kwh.
B. Coal for BTPS
BTPS Unit-I - Coal requirement at BTPS is about 7500 MT per day for operation of the unit at full load. Govt. of India has allotted dedicated coal mines in Wardha Valley of Maharashtra and a joint venture company of KPCL and EMTA, named Karnataka EMTA Coal Mines Ltd., has developed the coal mine and is supplying washed coal to BTPS. Coal receipt during the year 2011-12 was 21.27 lakh MT.
The specific coal consumption is about 0.698 Kg/Kwh.
BTPS Unit-II – KPCL has entered into a Fuel Supply Agreement with MCL on 22.12.2010 for supply of coal to BTPS Unit-II for a quantity of 2.31 mtpa. Subsequently KPCL informed the Ministry of coal that coal from the captive coal blocks would be used for BTPS U-II and requested for tapering linkage from MCL till the enhanced production is achieved from the captive coal blocks. Ministry of coal has allocated tapering linkage. However coal India has sought clarification from Ministry of coal to start the supplies from MCL.
C. Coal for New Projects:
KPCL has submitted Long Term Coal Linkage applications to Ministry of Coal, Government of India for the following projects:

Long Term coal Linkage is awaited from Ministry of Coal, Government of India.
Further, Ministry of Coal, Government of India, has been requested for allotment of Captive Coal Blocks for Yermarus & Edlapur and Chattisgarh Projects.
XIII Evacuation of Fly Ash from RTPS and Environment Protection measures:
The Corporation has established 7 units of 210 MW and 1 Unit of 250 MW capacity coal based thermal power plant at Shakthinagar near Raichur. The coal requirement for all the eight units for full load is around 27,000 MT per day. The coal consumption for the year 2011-12 was 78.80 lakh MT. The average ash content of the coal is 34.60%.
The MOEF gazette notification in September 1999 stated that:

The fly ash utilization has to be stepped up to 100 % in the next 10 years.
ii) Shall make available ash at least 10 years from the date of notification without payment for the purpose of manufacture of ash based projects such as cement, concrete blocks, bricks etc.
KPCL has taken several steps to promote fly ash utilization as per MOEF notification. Fly ash is being issued free of cost to cement companies and SSI units.
Cement manufacturers have tied up with KPCL and are lifting fly ash daily. Besides several small - scale industries and brick manufacturing units are lifting fly ash daily.

Total production of fly ash from Unit 1 to 7 during 2011-12 was 25.79 lakh MT out of which reclaimable fly ash was 18.57 lakh MT. The quantity of fly ash lifted was 9.55 lakh MT and the utilization is about 51.4%.
KPCL has established a “Centre of Fly Ash Utilization Technology and Environment Conservation” at Raichur Thermal Power Station in consultation with Central Power Research Institute as consultant under Indo Norwegian Environmental Programme at a cost of `58 million.
