General Criteria for Habilitation Procedures

and Procedures for the Appointment of Professors

at the Faculty of Chemistry of the Brno University of Technology

approved by the Scientific Board of the Faculty of Chemistry on 18 October 2001

The general criteria for habilitation procedures and procedures for the appointment of professors at the Faculty of Chemistry of the Brno University of Technology (hereinafter referred to as ´general criteria´ based on stipulations of Act No 111/1998 Coll. (Articles 71 to 75) are in compliance with the governing internal regulation of the Brno University of Technology that is ´Rules for Habilitation Procedures and Procedures for the Appointment of professors approved by the Scientific Board of the Brno University of Technology on 28 May 1999. They are aimed at rendering and considering some specific features of research and educational work performed by academic staff in chemical and chemical-technological fields, and at specifying the general governing criteria. Equally important was the effort to harmonise the ´general criteria´ with those adopted by other Czech faculties in the same or related fields.


The ´general criteria´ constitute a guide for applicants and habilitation and evaluation boards in evaluating applicants´ performances. They reflect the desire of the Faculty of Chemistry to maintain the high quality of academic staff performance, and to give an opportunity to up-and-coming academics to habilitate. Evaluation of an applicant´s personality is of prime importance, the given numbers of various types of work and activity are used for verification of the general qualitative requirements for the teacher´s personality in individual categories. The requirements can be standardised only in case of the same or related fields. However, it appears to be difficult even in case of different specialisations at a higher education institution.


The presented quantitative requirements are characteristic for chemical and chemical-technological fields. In evaluating other accredited fields, these criteria should be applied by Habilitation and Evaluation Boards with respect to requirements adopted by other Czech higher education institutions where the pertinent fields are the major areas of learning.

  1. Habilitation requirements

Habilitation procedures can take place in accredited fields in compliance with Article 72 of Act 111/1998 Coll. The applicant should be an experienced personality with scholarly qualifications in a definable specialisation either within the framework of the pertinent research conception or creating the basis of his/her own research conception, a lecturing experience or an expert from the professional sector.




    1. Principal requirements




  1. The length of lecturing experience at the faculty: 3 years, external applicants 3 years during which time the applicant cooperated with the Faculty of Chemistry of the Brno University of Technology or with a faculty providing education in the pertinent field (lecturing over the whole semester and examining in a compulsory or optional compulsory subject).




  1. Tutoring of students working on their diploma theses: at least 2 students, in applicant´s capacity as an advisor at least 3 students, and in case of participation in education of postgraduate students at least 2 students.

Innovation and upgrading of instruction

  1. Introduction of new subjects, or a substantial modification of the syllabus, authorship of textbooks and lecture notes.

  2. Authorship of internal instruction texts for various formats of study, operating manuals, handbooks, creation of new laboratory tasks and instruction aids, instruction software, etc.

Publishing activity, technological projects, implemented patents and technical projects



  1. Original scientific publications in international journals and proceedings, articles in monographs (abstracted in CA, etc.)

  2. Original scientific publications in national journals and proceedings, reviewed research reports and technical and technological or technical-economic projects.

Meeting the requirements listed under 4a) and 4b) is evaluated with regard to the length of applicant´s engagement at the faculty after completing his/her postgraduate studies:


In case that an applicant applies within 5 years after being awarded the scientific degree CSc. or the academic title doctor (Ph.D.) he/she is obliged to present at least 5 works listed under 4a) on condition that

- The applicant is the main author or co-author of a significant implemented technical work or publications published in a journal with high impact index

- Publications or implemented technical works in the pertinent field of applicant´s scientific work

Within 10 years after being awarded the scientific degree CSc. or the academic title doctor (Ph.D.) , 15 works listed under 4a) and 4b) are required.
Over 10 years after being awarded the scientific degree CSc. or the academic title doctor (Ph.D.), 20 works listed under 4a and 4b) are required.
The mentioned quantifications refer to applicants who completed their postgraduate studies within 10 years after completing higher education at the latest. Otherwise, the numbers are increased by 5.

In at least a half of the required number of publications the applicant should be the main author or co-author, and at least a half of the publications should be published in journals listed under 4b) and should deal with topics close to his specialisation.



Authorship of an implemented technical work (patent) is regarded, according to its nature and significance, as an equivalent of one or more publications in journals listed under 4a). The Habilitation Board decides upon assessment. Especially significant are patented works (formerly copyright certificates) and implemented technical works.

c)Original scientific papers published in proceedings of national and international conferences and other national journals not listed in CA, proven by copies or offprints:

6.In exceptional cases, renowned specialists (from research institutes and institutes of the Academy of Sciences) can be evaluated individually based on their international reputation or proven qualities (experts from the technical professional sector)


    1. Supplementary requirements (ranking does not reflect significance)

a) Citations of publlished papers according to SCI plus citations mentioned in journals,monographs, compendia, etc. not included in SCI

b) Invited lectures at international higher education institutions, research institutes and research departments

c) Other supplementary requirements to be appropriately applied are 1 – 23 listed in subsection 2.2.



  1. Evaluation criteria for procedures for the appointment of professors

The procedure for the appointment of a professor can be initiated in an accredited field in compliance with Article 74 of Act No 111/1998 Coll. The applicant should represent a distinguished personality within his/her field, renowned in scientific and professional community, who creates his/her own conception of scientific work, or in an original and creative manner contributes to an existing conception, or an outstanding professional in his/her field, having contacts with the faculty, and lecturing experience.





  1. Principal requirements

  1. The length of the lecturing experience at the faculty: 6 years, in case of external applicants at least 6 years at a faculty accredited in the pertaining or a similar field, out of these at least 4 years as an associate professor.

  2. Tutoring of students working on their diploma theses (or as an adviser to postgraduate students): 6

  3. Tutoring of postgraduate students : 3 who have defended their theses

  1. Introduction of new subjects, lecturing, innovation and upgrading of standard subjects : Introduction of new subjects, authorship of textbooks and lecture notes.

  2. Authorship of internal lecture notes for various forms of study, operating manuals, handbooks, creating new laboratory tasks and study aids, etc.




  1. Publications, technological projects, implemented technical works, implemented patents:

  1. Original scientific publications in international journals and proceedings or articles in monographs (abstracted in CA, etc.), and implemented technical projects.

  2. Original scientific publications in national journals and proceedings or articles in monographs /abstracted in CA, etc.).

The number of publications listed under 5a) and 5b should total 40 , out of these at least 20 listed under 5a). At least 25 of them should be concerned with the conception of applicant´s scientific work where he/she is the main author or the main co-author (in case of team work in the field pertaining the applicant´s conception of acientific work).


The authorship of an implemented technical work (patent) is regarded, according to its nature and significance, as an equivalent of one or more poublications in journals listed under 5a) and 5b). The Evaluation Board decides upon assessment. This equivalent can substitute for up to two thirds of requirements listed under 5a and 5b) if the implemented works are concerned with the pertinent field. As particularly significant are regarded implemented patents (former copyright certificates). If the applicant is the author of a complex technical work, 10 publications meet the requirements listed 5a).


  1. Original scientific papers published in proceedings of national and international conferences, and national journals not listed in CA, demonstrated by copies or offprints, and reviewed technical and technological projects.

The number of required publications listed under 5c) should total 30, out of these at least 20 publications concerned with the pertinent field (a part can be substituted by publications listed under 5a and 5b).


  1. Synoptical articles summarising or including applicant´s own achievements in the pertinent field, at least 3 in national and international journals, continual monographs, thematic monographs, etc.) This requirement does not apply to applicants holding the title of DrSc.




  1. Papers at conferences, symposia, research institutions, and on other occasions.

  1. International conferences – invited and plenary lectures, oral communications or posters: at least 15 (8 of these pertaining the applicant´s conception of scientific work).

  2. National conferences – invited and plenary lectures, communications or posters, at least 20 (15 of these pertaining applicant´s conception of scientific work)

  3. Invited lectures at national higher education institutions, research institutes and departments: at least 5 ( 3 of them pertaining applicant´s conception of scientific work).

  1. Citations in the Science Citation Index supplemented by citations in journals, monographs, compendia, etc. not listed in the SCI (without self-citations): at least 70 (This requirement is assessed with regard to the nature of applicant´s work and the number of implemented technical works listed under 5a-c)




  1. In exceptional cases, renowned specialists ( from research institutes and institutes of the Academy of Sciences) can be evaluated individually based on their international reputation or proven technical and technological achievements (experts from the technical professional sector). In these cases, the length of their lecturing experience as per item 1 may be, after discussion in the Scientific Board of the faculty and on the basis of Dean´s substantiation, reduced.
