7 The EC's aid instrument for supporting a sector programme is known as a Sector Policy Support Programme (SPSP). A sector approach is a way of working on public sector policy and resource allocation that brings together the government, development partners and other stakeholders. The aim is to broaden participation and thereby increase national ownership. Thus, the sector approach sets the scene for the sector programme which outlines the sector policy and strategy, the budget and the coordination framework (i.e. coordination of sector strategy, action plans and budgets).
