The South Africa Wind Energy Project SAWEP Phase 2 (SAWEP 2) Project Document was developed over the period of 2013 to 2014 and approved by the GEF CEO on 8 May 2015. The SAWEP 2 Project Document (SAWEP 2 ProDoc) was signed on 18 December 2015 which signalled the official start of implementation of the SAWEP 2 ProDoc. The Dept. of Energy (DoE) made a request and SANEDI approved in June 2016 project manager services for SAWEP 2 and SANEDI, UNDP and the Project Manager signed a RLA in August 2016. 5
The DoE Chief Director for Clean Energy Ms. Mokgadi Modise informed in July 2016 government, public and private sector stakeholders that it is more than a year since the SAWEP 2 ProDoc was prepared and it is therefore important that the SAWEP 2 ProDoc Barrier Analysis, Objective, Outcomes and Outputs be reviewed with key stakeholders (DoE, DoE IPP, DEA, DTI, DHET, DST, GIZ, SARETEC, SAWEA) prior to the Inception workshop. The review took place over August and September 2016 with the outcome worked into the Project Manager Inception workshop presentation (see section 2.1.5). 5

INTRODUCTION
1.1 Background
The South Africa Wind Energy Project SAWEP Phase 2 (SAWEP 2) Project Document was developed over the period of 2013 to 2014 and approved by the GEF CEO on 8 May 2015. The SAWEP 2 Project Document (SAWEP 2 ProDoc) was signed on 18 December 2015 which signalled the official start of implementation of the SAWEP 2 ProDoc. The Dept. of Energy (DoE) made a request and SANEDI approved in June 2016 project manager services for SAWEP 2 and SANEDI, UNDP and the Project Manager signed a RLA in August 2016.

The review took place over August and September 2016 with the outcome worked into the Project Manager Inception workshop presentation (see section 2.1.5).
1.2 Inception Workshop Objective
The overall objective of the Inception Workshop is to assist the project team to understand and take ownership of the project’s goals and objective, as well as finalize preparation of the project's first annual work plan on the basis of the project's log frame matrix. This will include reviewing the log frame (indicators, means of verification, assumptions), imparting additional detail as needed, and on the basis of this exercise finalize the Annual Work Plan (AWP) with precise and measurable performance indicators, and in a manner consistent with the expected outcomes for the project.
Specifically, the Inception Workshop will:

introduce project staff with the UNDP-GEF expanded team which will support the project during its implementation, namely the Country Office and responsible Regional Coordinating Unit (TCU) staff;

detail the roles, support services and complementary responsibilities of UNDP-CO and RCU staff vis à vis the project team;

provide a detailed overview of UNDP-GEF reporting and monitoring and evaluation (M&E) requirements, with particular emphasis on the Project Implementation Reviews (PIRs) and related documentation, as well as mid-term and final evaluations.

provide an opportunity to inform the project team on UNDP project related budgetary planning, budget reviews, and mandatory budget rephrasing;

provide an opportunity for all parties to understand their roles, functions, and responsibilities within the project's decision-making structures, including reporting and communication lines, and conflict resolution mechanisms. The Terms of Reference for project staff and decision-making structures will be discussed again, as needed, in order to clarify for all, each party’s responsibilities during the project's implementation phase.
