Quantity of allowances for operating installations (with the exception of Nuclear Power Plant “KOZLODUY”) is assigned for each year of the period 2009-2012 according to the formula:

The quantity of allowances for NPP “KOZLODUY” is allocated for each year of the period 2009-2012 and is equal to the verified emission of the power plant for 2008. This quantity amounts to 330 allowances and is determined by the requirements of the technological regulation of the plant. According to this document – fundamental for the safety exploitation of the power plant – there are periodical mandatory tests of the security systems of the plant, including of the diesel power generators. These tests of the diesel power generators are source of 330 t emissions annually. A limitation of the amount of allowances, which are meant for these emissions, would lead to the tendency of limiting the number of tests, and consequently to decrease in the nuclear safety of the power plant. In case of accident with full station blackout (SBO), according to the technological regulations all diesel power generation stations would operate up to 7days, which would burn 2 835 t diesel fuel and would emit 9 029 t CO2. The necessary allowances for this regime of work for the power plant are not provided for in this Plan.
Appendix 4 provides a list of the installations which have received GHG emissions permit and have been in operation in the period 2007-2008. The allocation of allowances to these installations is based on the above presented Methodology.
Installations which, according to the issued GHG emission permits, have submitted verified annual reports for 2007 and 2008 for monitoring of GHG emissions with 0 (zero) emissions (due to the fact they have not been in operation during both years) could receive allowances from the moment they start operation (according to the New entrant rule). The allowances will be issued after request for reconsideration of the GHG emissions permit, right before the restart of operation and after receipt of the reconsidered permit.
