COUNCIL DIRECTIVE of 26 April 1999 of the landfill of waste 1999/31/CE
“inert waste” means waste that does not undergo any significant physical, chemical or biological transformations. Inert waste will not dissolve, burn or otherwise physically or chemically react, biodegrade or adversely affect other matter with which it comes into contact in a way likely to give rise to environmental pollution or harm human health. The total leachability and pollutant content of the waste and the eco-toxicity of the leachate must be insignificant, and in particular not endanger the quality of surface water and/or groundwater;

List of wastes acceptable at landfills for inert waste without testing and Waste not appearing on this list must be subject to testing to determine if it fulfils the criteria for waste acceptable at landfills for inert waste. Leaching limit values (As, Ba, Cd, Cr tot, Cu, Hg, Mo, Ni, Pb, Sb, Se, Zn, chloride, fluoride, sulphate, phenol index, DOC, TDS) and limit values for total content of organic parameters (TOC, BTEX, PCBs, mineral oil, PAHs). Limit values exist for all parameters except for PAHs.
