Comments on the scope for the next stage of the group’s task
Introduction:
At MSC 77 (2003) the Bahamas and Greece proposed IMO’s involvement in developing Goal-based standards (GBS) for shipbuilding. OCIMF made a submission which called for the consistent implementation of classification requirements.
IACS Council have agreed to include the development of GBS for shipbuilding into its strategic plan – a joint submission IACS/ Bahamas/Greece was made to MSC.
MSC agreed that a new work programme item to be placed on the agenda of MSC 78 in May 2004
IACS Council agreed to establish an Expert Group for developing Unified Requirements for the survey of New Buildings in December 2003. This group submitted a final draft which incorporated industry comments.
Council approved UR Z23 in July 2006 and issued it in August for implementation from 1 Jan 2008.
Objectives of the expert group
Develop comprehensive unified requirements for survey – concentrating on the hull structure
Establish a link between classification and statutory surveys and the draft Goal-based standards being developed at IMO
Ensure that the Unified Requirement is robust and meets the expectations of industry (taken from the form A)

And requirements developed & applied by Administrations or Classification Societies ….. should be capable of demonstrating compliance with the goal-based standards
Tier I – Safety Objectives: I-5 Quality of Construction
Ships should be built in accordance with controlled quality production standards, due care to health & safety of personnel & by using original materials, capable of maintaining their physical & mechanical properties during the expected design life
Tier II – Functional Requirements: II – 7 Construction quality procedures
The ship construction quality procedures should include specifications for material manufacturing, assembling, joining and welding procedures, steel surface preparation and coating
1. The ship compliance with the goal based standards should be verified by means of surveys during construction and at periodic surveys by Administrations or Classification Societies…
3. The main construction testing & inspection activities should be witnessed by Surveyors of the … Classification Society … to verify compliance with the goal-based standards & relevant applicable rules
