The Organization Of Emergency Response Teams Fighting Against Winter Conditions Of Natural Disaster Management Natural disasters are the events that cause social and economic losses. They also have negative effects on everyday life of human and nature. To deal with such disasters repeating itself periodically, there are some precautions to be taken into consideration before or during their occurrence. In terms of preparation, it is crucial to place educated people, supplies and vehicles correctly where it is thought for those material to be needed during the occurrence to interfere as fast as possible. During the disaster, recognizing the needs and wants and directing the help to where those are to be met become the major issues. After the disaster, it is very important to transform the data and experience gained during the event into the information and save it to the organizational memory to use for the next-coming disasters to minimize the possible losses and improve the strength of humanitarian help. The objective of this study is to maximize the effectiveness and operational capabilities of AKOM (Disaster Coordination Center), which is appointed by law to deal with natural disasters that occur in the city of İstanbul. For that purpose, it is studied to assign salting and snow cleaning vehicles, which have different types and features to operate at an optimum point by defining their depots and routes in the city to enable AKOM to respond as immediately as possible to the would-be disasters.
