HVC targets mobile services, IPTV, and Ultra High Definition (UHD) displays with a focus on coding efficiency considering codec complexity as well. The current target is to increase coding efficiency by 25% at low complexity and 50% at full complexity. In response to its Call for Evidence on High Performance Video Coding (N10553), MPEG received a high number of submission. Subjective tests were done in order to identify evidence for the feasibility of the stated compression targets. For all tested bitrates and sequences, proposals showed significant coding gains such that MPEG concluded that there is sufficient evidence for technology suitable for HVC. Hence, a draft Call for Proposals N10722 Draft Call for Proposals on High-Performance Video Coding (HVC) was prepared. An evaluation of proposals is envisioned for January 2010.
