The Chair noted that the following informal guidelines are used in Video when CEs are observed to deliver only a modest increment in performance:

Is it a "bug fix" (does it make the design more sensible and conceptually justifiable)?
Does it significantly reduce complexity (computational/memory/...) of the encoder or decoder?
How long has the affected part of the design been stable? (The longer it is untouched the more you shouldn't touch it).
Does anyone not affiliated with the proponent support its adoption?
Is the new proposal with “modest performance” come from the same proponent as did the technology that is being modified? If it is an improvement to what they originally did, be more lenient about required level of performance.
