  1. Video


A proposal for a new profile for surveillance videos (m17461) shows data rate reductions for surveillance videos in the range of 13% to 28%. It is not clear whether an adapted AVC encoder might achieve similar results. The proposal did not find sufficient support in the MPEG membership.

In order to define new profiles, an amendment to the AVC standard is required. Such a work will only be started given sufficient evidence and support by MPEG members.


At the 90th meeting, MPEG reviewed requirements on Low Complexity Video Coding as described in N17005 What can we do about Interlace?. At that point in time, MPEG members seemed to be not in favor of pursuing the topic further. Following input from the US National Body at this meeting, the Requirements Group issued a resolution encouraging its members to provide further input on this topic. N11350 Responses to National Bodies thanks the USNB for its input.
  1. Explorations

    1. Compact Descriptors for Visual Search


Initially, this explorative activity was entitled Mobile Visual Search. We widened the scope beyond mobile applications. This is reflected in N11335 Compact Descriptors for Visual Search: Context and Objectives.

An AHG (N11345 Adhoc on Compact Descriptors for Visual Search) was created. It has the mandate to seek wider industry support for this potential work item. Furthermore, a workshop on the Wednesday of the next MEPG meeting is to be organized. The program will become available on June 15th, 2010.

The requirements subgroup kindly requests NB to inform MPEG about their willingness to commit resources for developing compact descriptors for visual search. Based on the information gathered at the 93rd MPEG meeting, MPEG will decide on how to proceed with this topic.

    1. MPEG Font Formats


The exploration on the future Composite Font Standard did not progress since majority of participants of this activity were not present at the meeting due to cancelled flights.

    1. High Efficiency Video Coding (HEVC)


Previously known as High Performance Video Coding (HVC), HEVC targets mobile services, IPTV, and Ultra High Definition (UHD) displays with a focus on coding efficiency considering codec complexity as well. The current target is to increase coding efficiency by 25% at low complexity and 50% at full complexity.

In response to its N11113 Joint Call for Proposals on Video Compression Technology sufficient technology was received that enables MPEG jointly with ITU to develop a new standard.


The work is done within the Joint Collaborative Team on Video Coding (JCT-VC).
    1. Advanced IPTV Terminal (AIT)


The responses to N11229 Joint Call for Proposals on Advanced IPTV Terminal were evaluated at this meeting. Several areas were identified where new or improved technology is desirable. Therefore MPEG issued N11336 2nd Joint Call for Proposals on Advanced IPTV Terminal. Evaluation will take place on the weekend prior to the 93rd meeting. The timeline for the standardization process is as follows:

  • Publication of 1st CfP: January 2010

  • Publication of 2nd CfP: April 2010

  • Submission and study : July 2010

  • Development of the AIT : July 2011

  • FDIS: July 2011

Based on the received input, work on AIT towards the development of a WD started within the Systems subgroup.
