The draft text of 14496-29 had reached maturity due to the effort of the editors, such that it became possible to proceed as CD ballot text.
An AHG was appointed (N12757, as recorded in N12629) to conduct further work until the 101st meeting.

During the AHG period, further work was performed in investigating the performance of the test model software. It was found that quarter-pel accuracy (using bilinear filters) of MC does not provide any benefit, but rather has a loss in performance. If was therefore removed from the default testing conditions. Furthermore, the relatively poor performance in intra coding was analysed. The intra coding (in terms of transform, DC coefficient prediction) is still very much of the JPEG, MPEG-1/-2 style. The simulations used a setting with IQP=4, other QP=32 (suggestion: use more decent setting such as QP-4).
With the current configuration, the following building blocks establish the primary differences compared to MPEG-1/-2:

Q-Coder (without context adaptation and with fixed probability initialization)

Variable block-size MC and transform (4x4, 8x8, 16x16)
During the MPEG meeting, efforts were made to test these elements separately in comparison against MPEG-2. Results were given in a newer version of the AHG report (M24036). The results are howewer to some extent diverging, w.r.t. behaviour in chroma components, and when checking the differences sequence by sequence.
Further effort is necessary to make progress, and involvement of additional experts is urgently needed.
The AU NB suggested to make more effort on acquiring new technology from outside MPEG. An appropriate mandate was additionally given to the AHG.
