  DCOR on 23003-1/AMD 1/DCOR 1, Corrections to MPEG Surround Conformance

  DCOR on 23003-1 AMD 2/DCOR 2, Corrections to MPEG Surround Reference Software. This corrects errors in time alignment of HE-AAC and MPEG Surround parameters, and also adds README files in the reference software to better explain the implementation of carriage of MPEG Surround as buried data in PCM downmix.
