Bernhard Grill, FhG, commented that perhaps the ITU-T can send a statement acknowledging their understanding that an MPEG standard is a compression format and associated decoder, that there is not one and only one MPEG encoder, and hence performance test results represent encoder performance at a given time. The Chair noted that perhaps the Liaison process can be used to reach this understanding.
