The Video and Requirements subgroups of WG11 held a meeting session with experts of Q6/16 and JCT-VC and discussed the following subjects relevant to the work on HEVC:

HEVC software copyright management: After further consultation with ITU-T SG 16, according to the plans established at the 94th and 95th meetings, WG11 approved a license and disclaimer header language for use by the JCT-VC for the collaboratively-developed video coding software known as the HEVC reference software. The HEVC reference software copyright license header language is the BSD license with preceding sentence declaring that contributor or third party rights are not granted, as recorded in N10791 of the 89th meeting. Both ITU and ISO/IEC will be identified in theand tags in the header. This software is used in the process of designing the new HEVC standard and for evaluating proposals for technology to be included in this design. Additionally, after development of the coding technology, the software will be published by ITU-T and ISO/IEC as an example implementation of the HEVC standard and for use as the basis of products to promote adoption of the technology. It was noted that this important disclaimer language has been under consideration at every JCT-VC meeting, since the first meeting in April 2010 (as recorded in the JCT-VC documents JCTVC-A200, JCTVC-B001, JCTVC-C001, JCTVC-D001, JCTVC-E001 and others), and no objections to its adoption had been expressed in multiple recent meetings of the JCT-VC or its parent bodies.
HEVC planning and requirements: The Japanese National Body of WG11 requested not to delay the HEVC standardization timeline for topics not in the common test conditions of the current HEVC project. There was agreement among the participants to retain the current timeline. Reaching the goal of high coding efficiency with appropriate complexity within the planned timeline (FDIS by January 2013) has priority. This was reconfirmed with JCT-VC at the current meeting. However, the possibility remains under consideration to begin, prior to FDIS approval, the development of extensions for additional functionality such as bitstream scalability.
Extension of HEVC towards scalability and 3D stereo/multiview video coding: It was generally agreed that substantial support for these capabilities should be provided in near-term extensions to the initial version of HEVC. The marketplace demand for timely completion of these capability extensions was emphasized in the discussion. It was also agreed that the effort requires coordination between the parent bodies of the JCT-VC. Further discussion on the subject in the interim period until the 97th meeting was authorized to take place in an AHG on Study of HEVC Extension (N12028, as recorded in N11890).
