For several meetings, MPEG had discussions on Option-1 licensable codecs. Especially small companies consider the per-stream licensing fees as cumbersome. At the 95th meeting, MPEG decided to go forward with Type-1 standardization. The potential standard may consist of a Type-1 baseline video codec and additional functionalities that are Type-2 licensable like other MPEG technology. N12044 Draft Call for Proposals (CfP) for Internet Video Coding Technologies and N12045 Requirements for Internet Video Coding Technologies were issued. The current plan foresees the 98th meeting as the start of the standardization work.
No progress was made with respect to the working guidelines for developing a Type-1 licensable codec.
