7HEVC
The use of SVC is picking up in industry. It is expected that a scalable extension of HEVC would also be desirable. When SVC was standardized, some participants felt that a number of definitions within AVC were such that integration of the scalable extension was cumbersome in part. Therefore, an overlapping development of the current HEVC standard and its scalable extension might be desirable.
In order to prepare for this development, requirements as well as context and objectives need to be defined. Most likely, scalability will be defined in phases. A first phase will focus on 2D 4:2:0 signals. Desirable functionalities are

spatial scalability including aspect ratio and non-symmetrical conversion

SNR scalabiliy

Temporal scalability
-
Error resilience
-
Complexity scalability
These requirements are currently summarized in N12214 Draft Requirements and Discussion for Scalable Extensions of HEVC. The adhoc group N12195 AHG on Study of HEVC Extension will continue working towards a CfP which might be issued in April 2012.
