Thank you for raising this issue. Given the availability of 4CCs to indicate schemes, and that it would be easy to invent a new 4CC that uses the same structures but an extended value range for the bits currently used for algorithmID, we think it best to:

• 
  split the current field into 23 reserved bits and an isEncrypted indicator;
  
• 
  remove the mention of algorithmID being maintained by the RA
  
• 
  remove algorithmID
  

On the support of CBC mode, we’re willing to add it under a different 4CC, in the same spec. Text to be prepared as if an amendment for 23001-7.
