It is cited repeatedly by both the National Adoption Coalition of South Africa (NACSA) and the Department of Social Development in newspaper articles, as a means to deal with the worsening crisis of orphaned abandoned and vulnerable children.
However, it is also stated as a reason for black adoptive parents rejecting adoption due to the child being of a different and unknown blood-line.
