PREFACE
Established in the year 1967, the Kiang Nangbah Government College (earlier known as the Jowai Govemment College) has rendered yeoman service in promoting higher education in this part of the state of Meghalaya. It began as an evening college, intending to cater to the needs of the rural and under privileged section of the society. It also served as a means for those employed but were unable to pursue higher learning.
Till date, 20 Principals had served the College and had moulded it into a shape of what it is now. Starting with a team of only 7 teachers and 6 Departments, the present strength of teachers in the College had gone up to 97 in all the 15 Departments of the Arts, Science and Commerce Streams. The teaching faculties of the institution are drawn from different parts of the State of Meghalaya, Assam and West Bengal. Majority of the students belong to the indigenous tribals with a small number of students from other community.
The College has transformed, starting from the rented building of the bygone years, now it has moved into its sprawling permanent campus of 22.4 acres, with RCC Buildings, and the current students enrolment standing at 2000 plus.
An important feature of the institution is its rural nature. Most of the students are from rural areas, self-supported, hard working and who understand the value of higher learning. However, the students admitted to the college are mostly average and below average and economically weak; they cannot afford to pursue higher studies outside the district, leading to an overall low percentage of result. Even today, the College stand unique as a rural college, catering to the needs of many who aspire to learn, yet would not be able to, had Kiang Nangbah Government College not been in Jowai. It is the only college in Jaintia Hills to offer Degree Course in Science.
It is our dream that the College should come up to a better standard with other sister institutions in our State and the rest of the Country. It is our aspiration that the University Results from our College should be much improved by bringing out position-holders also. It is also our desire that other job-oriented courses, suitable to modern days, be also introduced in the College.
Undoubtedly, the College has over the years, produced a sizeable number of citizens serving in various capacities, be it in the fields of Administration, Engineering, Medical, Education, Politics, Business, etc. etc.
The College had passed through 49 long years but the journey is still long and it did have its ups and downs and continues to serve the under privileged section of the society. There are many obstacles to overcome but the institution accepts these as challenges and plans to move ahead for assessment and accreditation by the National Assessment and Accreditation Council.
This Self Study Report presented is the result of the hard work and combined efforts of all the Teaching and Non-teaching staff.

B. 1. EXECUTIVE SUMMARY
Mr. (Late) H.E. Pohshna, who was the MLA of Assam Legislative Assembly in the early 1960s and some visionary local leaders of Jowai Sub-division under the then United Khasi-Jaintia(UKJ) Autonomous District of the undivided state of Assam then had made a strong attempt to convince the State Government to establish a Government College at Jowai for the benefit of the people of Jaintia Hills, Mikir Hills, Lushai Hills in particular and the State in general. Their vision was to provide higher education for the poor people of the area who could not afford to go for their higher study beyond Jowai. They already realized about the importance of higher education for an all round development of the Sub-division, the District, the State and the Country. It is education alone which could empower the people whether they are male or female, boy or girl, young or old, especially if they belong to the rural poor.
(Late) Pohshna raised the issue in the floor of the Assam Assembly in the Budget Session, for the first time, in 1963. He followed up this matter with the Advisory Council for the Welfare of the Scheduled Tribes in the Autonomous Districts in Assam during the period 1963-‘64. He raised this matter again in the floor of the House on 10th March, 1965. Finally, (Late) J.B. Hagjer, the then Minister of State for Education, Government of Assam accompanied by the Joint Secretary, Education, Assam, DC of U.K.J Hills, DPI, Assam, and many others visited Jowai on 31st January, 1967 and made an announcement that JOWAI GOVERNMENT COLLEGE would start functioning at Jowai in the rented house, temporarily, from the session 1967-‘68. Thus, Jowai Govt. College was established in 1967. The College was re-named as KIANG NANGBAH GOVERNMENT COLLEGE after the local freedom fighter Mr. (Late) Kiang Nangbah in the year 1983.
Kiang Nangbah Govt. College is a premier institution of higher education in Jaintia Hills District (at present fall under West Jaintia Hills District) of Meghalaya. Till date, it is the only college in the whole of East and West Jaintia Hills Degree offering Degree course in science stream. It is also offers Degree courses in Arts and Commerce stream as well.
The college is located in a vast and well maintained campus of its own covering an area of 22.4 acres surrounded by concrete boundary walls. The college campus contains a football field, two basketball courts, a volleyball court, a badminton court, an indoor stadium, an auditorium, to give ample opportunities to it students for extracurricular activities. It has two separate three storied building (the Main Buildings and the Science Block) Which houses the classrooms, the laboratories, the library, common rooms(for teacher and separate for boys and girls), the college office, the Principal and Vice Principal chamber and the IGNOU study centre. The college operate in two shifts, the morning shift (for Arts stream only) and day shift (for Arts, Science and Commerce)
The college at present has 15(fifteen) Departments, 97 teaching staffs and 37 Non teaching staffs catering to the need of nearly 2000 degree students. Starting from the humble beginning, the Kiang Nangbah Govt. College has striven and grown into a multifaculty institution since its inception to turn the youths of Meghalaya, particularly Jaintia Hills into bureaucrats, businessmen, doctors, engineers, lawyers, teachers etc.
The aims and objectives of Kiang Nangbah Govt. College are:

To provide quality education to the youths at a very affordable cost.

To strive for intellectual, physical and moral development of its students

Broadening of the mind, inculcation of values and building of character.

To enlighten the youngsters in the line of education in order to meet their future aspiration and requirements.
The College’s motto, ‘Awake arise and reach the goal’ conveys the strong message for the youth of Jaintia Hills to wake up from slumber and make the best of the opportunity provided to them by the College.
Vision:
Since its inception, the vision of the college is “to promote affordable and quality higher learning for the youth”. It is expected that the college will be brought to the forefront of higher education in Meghalaya because of the inspirations, efficiency and leadership of the college administration, committed service of teaching and non teaching staffs, support of the parent and alumni association, the financial support of the Government (State/UGC), hard work of the students and the moral, physical and financial support of the people of the entire district.
Mission:
The mission of the college is “to strive for academic excellence and to mould and educate the students to be worthy citizens”. Kiang Nangbah Govt. College is committed to the cause of empowerment of the youths of the District in particular, through access to higher education enabling them to develop as intellectually alive, socially responsible citizens ever ready for continuous personal and professional growth, to inculcate social, moral and spiritual values.
Target:
The College, in line with the given Aims and objectives, vision and mission, focuses to ensure excellence in all walks of life so as to enable its pass out to meet the challenges of new millennium.
Management:
Ever since Government of Assam officially declared the establishment of the college at Jowai, the Kiang Nangbah Govt. College, earlier known as Jowai Govt. College has been under the management of the government (now under Government of Meghalaya). Even though the college has been growing from strength to strength, it still requires considerable investment toward infrastructure development, opening of new disciplines, upgradation of the present academic infrastructure. The college should be in the forefront of higher education in Meghalaya in near future if sufficient funds are available. As such sanction and judicious utilization of funds from UGC, DBT, RUSA and other funding agencies for fulfilling these recommendations is absolutely necessary.
2. SWOC ANALYSIS SUMMARY
Strengths:

Adequate land measuring 22.4 acres with constructions – Administrative building, Academic block, Indoor Stadium, Outdoor Stadium, Badminton Court, two Basket Ball Courts, Volley Ball Court, Girls’ Hostel and Boys’ Hostel.

The College has an average teacher-student ratio.

Homogeneity of the college community.

The College campus is an ideal place for conducting academic program to become a centre of higher learning.

In addition to Government support scheme (scholarship), the College provides support to students for various training, attending educational seminars, sports activities etc.

Good facilities for different kinds of sports activities

Committed teaching faculty and non-teaching staff.

Adequate space for building extension and other construction works.
. Weaknesses:

A large numbers of the students are from economically low income group and first generation learners.

Poor educational background of the students.
-
No vocational course option for students.

Non-existence of staff quarters. Most of the teachers are staying in rented houses.

Inadequate infrastructure in respect of the number of students admitted resulting in overcrowding of classrooms and laboratories.

Absence of smart classrooms.

Being a Government college the process of upliftment of the college, up gradation of courses and obtaining funds is very slow.
Opportunities:

The Institution has the potential to become a reputed centre of higher learning.

It is the only Degree college in Jaintia Hills offering Honours Degree courses in Arts, Science and Commerce.

Being situated in the hub of the town where silkworm rearing has been carried out successfully, there is also a vast scope for introduction of Vocational Course in Sericulture.

Ample scope for up-gradation to Post Graduate College.

Scope for granting Autonomous institution status.

Scope for ICT enabled learning.

Scope for collaboration with other institutions and industries.
Challenges

Language barrier, as most of the students had their early education in rural area and are not well versed in English.
