A total of 92 innovation practices have been identified in the four regions, a list being reported in annex. These represent the knowledge base of the network and the sum of tools and initiatives currently existing in the four regions. They provide an overall picture of the situation of the support provided to innovative companies in the four regions of excellence.
Practices have been identified all along the KREO process. Some of them were deeply analysed in the first project phase but, in order to complete the picture of the main tools and actions available at each regional and network level, the most significant experiences have been considered in the present phase too. Other practices have been deeply analysed in the present period and some others are considered at an “exploratory phase” as, according to partners’ priorities, analysis and transfer activities shall be carried out in the future. Figure 1 provides a general view of the presence of innovation practices supporting innovative companies in each region: 21 practices have been identified in the Karlsruhe region, 31 in Rhone-Alpe, 17 in Emilia-Romagna and 25 in Oxfordshire.
Figure 1 - Practices identified all along the KREO path
As mentioned in the previous paragraph, a preliminary analysis has enabled to identify the main characteristics and issues the practices were set to sort out. On the basis of this analysis, all practices have been mapped according to the 9 main topics identified and mentioned in the previous pharagraph, referring to the four thematic priorities. Table 6 shows the results of the mapping activity.
Some practices have been mapped more than once, in the case a single practice regarded more than one topic: this happened with complex programmes made of several objectives and tools, or in the case of initiatives with a specific goal but indirect effects, mainly on the promotion of industry-science relations and networking in general.
As already pointed out in some of the previous paragraphs, some of the practices existing in the different regions are very similar in their aims and overall structure (e.g. incubators or business angels networks), but at a closer analysis differences exist, depending upon various local conditions. Such differences may relate both to methodologies, results, or simply to size.
At the same time, relevant similarities appear when looking at components of different schemes or tools: this means that, despite differences, some kind of problems are approached with similar tools or schemes, that seems to be a positive pre-condition for taking advantage of transfer and exchange activities among partners.

Figure 2 here-after shows the type of practices that are present in each region. As a general observation, it has to be noted that, except for Oxfordshire, practices are mainly related to “Research centres and university spin-off supporting mechanisms” (WP4). This is particularly the case in Rhone-Alpes (18), Emilia-Romagna (11) and Karlsruhe (10) whereas in Oxfordshire, there are only 6 practices identified in this field. With 18 different practices, the ones of Oxfordshire mainly regard networking initiatives (WP5). The proportion of networking initiatives is also particularly high in Karlsruhe (9 practices) and in Rhone-Alpes (9), while their number is lower in Emilia-Romagna (5 practices in total).
New approaches in the creation of innovative companies and in particular those related to industry-research platforms have mainly been identified in Rhone-Alpes (6), where particularly interesting experiences have started some years ago. Karlsruhe and Emilia-Romagna have identified 2 practices with such characteristics whereas Oxfordshire only counts one platform.
As regards practices aimed at providing “learning to entrepreneurs”, the presence is similar in all four regions (3 to 4 programmes).
Figure 2 – Practice types
Figure 3 shows what are the main thematic areas covered by the practices in each region.
Practices from Karlsruhe mainly aim at developing research-industry relations, being also the case in Rhone-Alpes, whereas in Emilia-Romagna the practices identified mainly relate to the development of incubating services. Actually, as regards the identification of incubators in Oxfordshire, only two practices have been reported as the network of business incubators managed by Oxford Innovation has only been reported once, whereas it counts 11 different locations in the region: this choice has been made as all incubators have similar characteristics and operation methods.
On the contrary, Oxfordshire has mainly identified practices linked to the provision of finance to companies. Identified practices in Oxfordshire aim at providing access to private equity to innovative companies either directly (a series of venture capital funds have been identified), or indirectly through various investment networks present in the region.
