A programme is a group of activities directed towards achieving defined objectives and targets (NZHS, 2000). An activity is a specific task or grouping of tasks that provides a specialized capability, service or product based on a recurring government requirement (DoDEA, 2004). The operational definition of the aforementioned terms in this study will take programmes to refer to those events that are regular and have been budgeted for. Activities, on the other hand, will mean events that are carried out of necessity and that are inconsistent. These normally occur to fill a gap or create awareness.
