We cannot use let in the passive voice. We must use allow or permit with to:
Compare:

Active voice: They let him take the exam again.

Passive voice: He was allowed (or was permitted) to take the exam again.

(not ‘was let’)

Pay attention:
She wanted to go to the disco club but her parents wouldn’t let (not ‘didn’t let’) her.
