The evaluators did not see many baseline studies, needs assessments or situation analyses. One could conclude that the counterparts reacted to emerging needs and responded in a self evident way, offering good services but without much creative or new solutions. Only a few counterparts took up the challenges they are facing (some of which have been described in the above), shared ‘lessons learned’ from new approaches or were able to influence the approach of other services providers (public or private).
