6.6 Increase focus on gender

Bearing in mind that the evaluation team came to the conclusion that the counterparts’ HIV/AIDS programmes need to be more than only women sensitive, CFAs should give more attention to deal with the socio-economic, societal and cultural constraints whereby women remain very vulnerable to the HIV/AIDS epidemic. Amongst others, an effective tool for that would be to strengthen and support more women’s organisations (among them also CBOs) and to support, in particular, the gender policies of the counterparts bringing them to challenge the behaviour of men and women in a HIV/AIDS context. In fact the SAN! Gender Project group paper of 5 December would be a very good scenario for it. The evaluators are convinced that attention should go in particular to the following actions:



  • Link gender, economic development and HIV/AIDS in interventions

  • Increase the amount of women and women support organisations in the whole portfolio

  • Develop men’s sense of responsibility towards female partners and children

  • Increase support to programmes addressing human rights and HIV/AIDS (legal literacy, support to advocacy groups promoting gender equity and human rights)

  • Enhance HIV-positive women’s skills in research, advocacy and policy making

  • Pay HIV positive women as educators and as counsellors and try to put them on a career path
