The objectives of the assignment are presented in the TOR that are annexed to this report. In short, the CFAs wanted to know to what extent their support in the period 2001-2004 can be valued as a meaningful contribution to the fight against HIV/AIDS. Hence, the objective of the evaluation is (ToR, p.4):
“To assess and analyse the relevance, efficiency and effectiveness of the CFAs’ funding strategies, policies and practices for the fight against HIV/AIDS in the Southern African and South Asian regions”
Within this objective, specific attention was paid to:

measuring effectiveness, results at outcome levels (and, if possible, impact) on the intended beneficiaries
-
analysing these results from a gender perspective
Since the CFAs are the subject of this evaluation, conclusions and recommendations are applicable at the level of the CFAs. Therefore, this synthetic report addresses the CFA level. This evaluation is not meant to draw conclusions and offer recommendations at a counterpart or target group level. The results can be used to renew the CFA’s policies on HIV-AIDS and give input to the new CFA-business plans for 2007-2010.
