4. Assessment of the Evaluation questions

4.1. To what extent did the CFAs respond to the HIV/AIDS epidemic and build up competence to cope with HIV/AIDS?

To analyse the relevance, effectiveness and efficiency of CFA’s funding strategies, policies and practices to the fight against HIV/AIDS, the competence of the CFAs to deal with HIV/AIDS is an important factor of success. This evaluation question will analyse the strategic responses to HIV/AIDS by the CFAs as translated in their policy choices, choices of intervention strategies, choices of partners and resource allocations. It highlights the inputs and the processes.

Three judgement criteria have been formulated to assess the AIDS competence of the CFAs:

  JC1: The CFA internalised HIV/AIDS in all its core functions
  
• 
  JC2: The CFAs take HIV/AIDS into account in the elaboration of programmes, the assessment of funding proposals and the identification of partners.
  
• 
  JC3: The CFAs have put HIV/AIDS on the development agenda⁵.
