4.1.1. State of affairs in relation to policy development and policy implementation
To assess this judgment criteria the evaluators have looked at the process of policy development, the CFA’s commitment, recruitment of staff, elaboration of HIV/AIDS workplace policies, structures that have been put in place and competence of staff.
