4.1.1.2. The CFAs take HIV/AIDS into account in the elaboration of programmes, the assessment of funding proposals and the identification of partners.

To collect information on this judgment criterion, the evaluators have looked at the implementation of the HIV/AIDS policies which can be evidenced by the translation of the policy in budgets and identification of counterparts, the integration of the general policy guidelines in strategic and annual plans, and the development of tools (for appraisal and identifying mainstreaming routes). The financial and quantitative analysis has been integrated in this part.


Amount of HIV/AIDS related counterparts funded

Based on the general HIV/AIDS policy and the regional strategies (that pay attention to HIV/AIDS to a varied extent) programme officers elaborate their programmes. Implementation is characterised by an increased amount of AIDS-focussed counterparts (also stimulated through SAN! funds), an increased support to counterparts that integrated HIV/AIDS work and an increased focus on support to mainstreaming processes, especially since 2003 (with ICCO formulating quantitative indicators for each region).


The increased number of HIV/AIDS counterparts funded and the increase of budgets for HIV/AIDS activities between 2001 and 2004 has been clearly demonstrated in the following table.
