Day 2, June 21, Sunday: NCPC Orientation








Naga City People’s Council (NCPC) Visit Orientation
This activity familiarizes the visitors to the social accountability work of the NCPC.

Objectives:

  • To situate the social accountability work of NCPC.

  • To provide background on the NCPC operations.







Learning Outputs:

At the end of the activity, the visitors must have:



  • understood the work of the NCPC especially its SA activities

  • understood the similarities and differences of the NCPC and their situations in Cambodia.

  • learned applicable approaches in running their social accountability programs.

Dinner and Debriefing

The delegates arrived at the hotel and checked-in at around 8:00am. They were welcomed by NCPC headed by its Chairperson Glenda Dasco and Program Director Johann dela Rosa. After the breakfast, the team preceded at Bob Marlin Restaurant for a luncheon meeting with NCPC Board of Directors.


In the luncheon meeting, Ms. Dasco formally welcomed the delegates in Naga City. Mr. Marlon Cornelio from Ateneo School of Government presented briefly the program of the visit and expected expected outcome of the activity.
Vice-Mayor Bordado, in behalf of the City, gave welcome address for the City and assured the delegates the richness of learning the City can offer in social accountability and participatory governance. It was followed by the Mr. dela Rosa’s presentation about NCPC. The following were the contents of the presentation:


  1. Naga City People’s Council conception

  2. Structure and Organization of NCPC

  3. Interaction of NCPC and the City of Government

  4. Role of NCPC in local governance

  5. Issues engaged by the Council and its current involvement in present issues.

After the presentation, NCPC Board Members opened the floor to entertain the delegates’ questions. The following were the questions raised and its corresponding answers:


Q: How does NCPC maintain its integrity and dignity if it has its Electoral engagement?
The NCPC doesn’t support any electoral candidate or political party. It maintains its integrity and dignity by supporting the people of Naga to have free choice during elections this was the reason why NCPC came up with a position supporting the City Mayor against his disqualification case. NCPC also is a breeding ground for leaders in the City, but it doesn’t mean that NCPC will be their first step for their electoral plot.
Q: Is NCPC a political strategy?
No. To prove, NCPC opposes to critical issues in the City. Like the case of putting up of a Golf Course in the upper barangay of the City, NCPC had its strong opposition on the issue and swayed the decision of the City to defer the matter and finally disposing it. Politicians here in Naga are somewhat pressured in the sense that they should accord to the public interest that is voiced up by NCPC.
Q: What does NCPC composed of?
NCPC is composed accredited organization operating or based in the City as stated in the People Empowerment ordinance.
Q: Are there members of NCPC which are government staffs?
No because NCPCs members are organizations but there are members of said organization that happens to be government employees. Like for instance, the NCPC Chairperson is a government staff. NCPC, as mentioned, is composed of organizations that are duly accredited. If at all, members of that organization are with the government, it is incidental but not intentional. It is now in the process for review regarding the matter. But as to the number of incidental members, it is negligible. As to the position of the NCPC Chairperson, it is co-terminus and again, it is incidental that the elected Chairperson is with the government. But as a matter of policy, it will not affect the credibility of NCPC.
Q: How is NCPC is funded by the government? Will it affect NCPC’s independence? How can it operate without budget from the City?
The budget varies per year. In its first three years, Php 300,000 was allotted to it, then it increases up to Php 1 Million, and now it is Php 600,000. It varies depending on the allocation of the City. Said fund is used by NCPC for leveraging to other agencies, thus drawing more funds for the City of Naga. Currently NCPC is working towards sustaining its operation. It is looking forward that after 5 years it will be able to fund its basic operations.
Hon. John Bongat added that there should be an amendment of People Empowerment Ordinance of 1995. There should be a fix amount of about 0.6% of the budget for automatic appropriation that will assure stability of the Council. There is also a need to activate some sectoral groups. There should be an assurance of remaining them active to all meetings, decision-making and lobbying of NCPC. NCPC, as a council, has an aim to collect concerns of the grassroots. NCPC, therefore, is an independent, think-tank group.
After the discussion, the lunch was served, boasting authentic Bicolano dishes. Their discussions and sharing continue as they are having a sumptuous lunch because the sitting arrangement distributed NCPC Board Members and the delegates to the different tables.
Around 1:43 pm, the delegation proceeded at the Hot Spring Resort. As the jeepney passes by some City’s remarkable landmarks, NCPC members talk about some of its history and details. The jeepney passed by Basilica Minore Church, Balatas Dumpsite and Metro Naga Sports Complex. They had a short swim at the resort, enjoying its hot and cold springs.
Around 4:11 pm, the delegations preceded at the Museo del Semenario Concillar de Nueva Caceres. Again, As the jeepney passes by some City’s remarkable landmarks, NCPC members talk about some of its history and details. The jeepney passed by Peñafrancia Church, Ateneo de Naga University, Universidad de Sta. Isabel and Metropolitan Cathedral Church.
At the museum, gallery of Bicol Ecclesiastics and anthropological collections was presented and explained by Ms. Fabi Arejola, curator of the museum. After the museum tour, the delegation had their halo-halo treat at Ice Blink.
The delegation had their dinner at Triboo Grill at around 7:25 in the evening. They indulge with grilled vegetables, fishes and meat. Plenary discussions were pooled in the dinner. The delegation also maximized the available time to reflect and synthesize their learning for the day and also their insights in first day of visit.
At around 9:30, they were ferried back to their hotel for the evening rest.
