3.6.1Obligations and Action
The "Measures Plan" covering the measures to be taken to minimize negative impacts that may be caused by the activities to be carried out in planning/design, construction and operation stage of this project is given in Part 3.2, and the "Monitoring Plan" made to control the implementation conditions of the principles and procedures stated in the "Measures Plan" is given in Part 3.3. These plans also cover the organizations and institutions responsible for said items.
In the construction stage, MESKI will inspect the performance of contractors in complying provisions stated in the Environmental Management Plan. Monthly reports will be required periodically from the contractors about these matters and inspections will be made at site if necessary.
These reports to be taken from the contractors will be examined by MESKI Project Management Unit and findings of the report will be compared with own observations of this unit. As the result of this examination, suggestions of this unit will be submitted to Planning and Investments Office of MESKI and this office will take action to make necessary measures taken in accordance with the suggestions.
If a report is given about the project as required by the agreements made with the World Bank, Environmental Management Plan will also be mentioned in this report. During operation, MESKİ will publish semiannual reports about Environmental Management Plan’s performance.
3.6.2Organizational Qualifications 3.6.2.1Contractor Firm
All conditions necessary for qualification of the contractor firm are specified in detail in the technical and administrative specifications. Organizational capacities needed to implement improvement and monitoring plans defined in the Environmental Management Plan Report will be stated in the specifications. Following approval of the Environmental Management Plan, the Project and Tender Consultant will add the requirements about measures specified in the EMP to the specifications. In the tendering process, these requirements will be among the priority criteria in selecting the Contractor Firm.
3.6.2.2MESKİ
While primarily coordinating the progress of construction process, MESKİ, as the project owner, will perform management of Water Supply Structures in both administrative and technical ways in the operation stage. MESKİ is an investment and operation institution which has proven its organizational qualification with expertise and successes gained since the date of establishment. In response to enlargement of its responsibility area in parallel with the rapid change of population it serves, it made planning and implementation of new infrastructure investments without delay and continuously met increasing demands of public. As a result of the examinations made, it is seen that MESKİ, with its former investment and operation experience and existing technical capacity, is an organization qualified enough to take measures necessary for this project.
Under MESKİ, there are 4 Technical Offices and 3 Administrative Offices. Technical Offices consist of Water Sewerage and Treatment, Planning Investment and Construction, Electricity Machinery and Material Supply, Marina and Fisherman Shelter Offices. Administrative Offices consist of Subscriber Works, Staff and Training, Administrative and Financial Works Offices. With this structure, MESKİ is a dynamic public institution with an administrative and financial volume developing continuously. Considering its administrative and organizational experiences, it is seen that MESKİ has the integrity and capacity needed for implementation of the Environmental Management Plan.
MESKİ continuously inspects these qualifications with an effective public relations system. Feedbacks from the public are moved to agenda of administrations via the public relations system and necessary arrangements are made. Results of all actions are announced to public through the Press Release of MESKİ published periodically.
3.7INFORMING PEOPLE TO BE EFFECTED BY THE PROJECT
There is information with following headings about the Public Awareness Meeting held in April 30, 2007, about the project to be implemented. This information as well as some documents about the meeting are given below.

Announcement Information for Public Awareness Meeting (Location, date and background information)
Invitation Letter for the Public Awareness Meeting is sent to previously determined civil organizations, professional chambers, neighborhood headmen and various associations. Schedule and place information of meeting is specified in invitation letter. A copy of letter is attached in Appendix of Environmental Management Plan. (Appendix 1)
Meeting was organized at 30.04.2007 , 14:00.
The meeting was held in the Meeting room of the Technical Service Unit (Filter Building) where Planning and Investments Office of MESKI is also situated. This building is in the address of: Portakal Mah. Akbelen Cad. Mezarlık Karşısı – Mersin.
In selection of public organizations invited to the meeting, representation of massive sections of public and conformity of the project subject with the fields of interest. Furthermore, neighborhood headmen were also invited. Associations invited to the meeting are listed in Table 3 .13, Professional Chambers in Table 3 .14, Trade-unions in Table 3 .15 and Neighborhood Headmen in Table 3 .16. Invited associations are also known as nongovernmental organizations. Affected groups are represented by associations, trade associations and headmen.

Following presentation of Environmental Management Plan Individual Consultant Assoc. Prof. Erdem Görgün within the frame of the above presentation plan, questions and comments of participants were received. Stating that the water price is high in Mersin and Tarsus, Mr. Niyazi Dondurmacıoğulları, representative of Tradesman Chambers Union, asked what the cost of this project would be to water supply prices and to the public. Mr. Erdem Görgün who made the presentation told that there was a cost, considering the back payment of the credit received for the project, but losses would decrease by 30% with this investment and unit water cost would be reduced, so the project would pay itself in this respect. About the subject, Mr. Kamil Ülgen, Assistant General Director of MESKİ and Planning and Investments Office Head, told that water prices would not be increased in 2007 with the decision taken in General Board of MESKİ. Additionally, he reminded that wastewater investments made by MESKİ were also financed with the water incomes. Then, Mr. Erdinç Köksal, participating the meeting for the Project and Tender Consultant Temelsu-SRP firm, gave information on flows in the present condition.
Mr. Niyazi Dondurmacıoğulları, stating that he directly experienced the network construction previously in Tarsus, explained that the dust and noise caused by the construction adversely effected local people. He particularly emphasized that the mud in rainy weather was limited their life areas. He added that the unfavorable ness experienced promoted creation of doubts in the society about the construction structure. Starting from this example, he draw attention on the importance of minimizing the unfavorable ness with the measures to be taken and of ensuring acceptance of the project by society with a proper announcement. He stated that he, as the Chairman of Tradesman Chambers Union, was convinced by this meeting about necessity of the project and that he would feel responsible to inform people about this project. He told that introductory information would be given about the project in issues of the tradesman chambers. Telling that cross streets were narrow in Mersin and there was a traffic problem, Dondurmacıoğulları emphasized that loss of the tradesmen, who were in economical difficulties, should be ensured during construction of this project. Thanking Mr. Dondurmacıoğulları for his sensitivity, Mr. Kamil Ülgen told that the construction will be carried out in stages at each street and location, and the excavations would be covered immediately after laying of pipes.
Mr. Ahmet Tuncer, participating the meeting for the Chamber of Mechanical Engineers, asked the possibility of the pipeline, which would be laid with the project, to be executed in parallel with the natural gas network line to be constructed in Mersin in near future. Mr. Kamil Ülgen told that natural gas investment and this project are not in conformity in timing, and that more time was needed for implementation of the natural gas investment.

Results of Public Awareness Meeting
Direct invitation method was used to provide an effective contribution, not to be limited with announcements for EMP Public Awareness Meeting, and invitation letters were sent to people and organizations given in the guest list. (Appendix 1) A brief information was given about the project in these letters, and it is stated that the meeting was held to examine the impact of the project on the environment and life of people.
Previously listed 24 associations (NGO’s), 17 professional chambers, 7 trade unions and 10 headmen are invited to the meeting. Invitation letter is sent to these stakeholders. Each individual is also invited directly by phone call. Moreover, visual and auditory announcements are made for attendance of stakeholders who are not invited.
Participation level of meeting was below expectation relatively with the number of invited people and organizations, but it is seen that participants were very concerned and sensitive to the subject. Necessary arrangements were made in the Final Environmental Management Plan in accordance with the suggestions of participants.
Furthermore, news about the project and EMP meeting are published on MESKİ Journal, Metropolitan Municipality Journal and Trade Corporation Journal. News are also published on newspapers and local TV channels. Consequently, community is informed about the project and EMP. Senstivities of community are inquired as well to adjust the EMP and application of the project and reach a community of opinions.
Information about the meeting was given in the press release of MESKİ and announced to public. Moreover, upon demand of Mr. Niyazi Dondurmacıoğulları, Executive of Tradesman Chambers Union, information on project and Environmental Management Plan was given to him. Mr. Dondurmacıoğulları told that they would publish an article and give information in the periodical of Chamber of Tradesman.

| 4CONCLUSION
With this Environmental Management Plan, necessary measures and monitoring plans to be taken not to negatively effect environment, public health and safety in planning, construction and operation stages of this project were specified.
In order to realize these measures, necessary inputs will be provided to the tender documents being prepared by the Project and Tender Consultant. In the tender process when the contractor firm will be selected, capacity and experience to realize the measures emphasized in the Environmental Management Plan will be an important selection criterion.
Reflection of improvement and prevention plans, which are developed against relevant risks in the construction stage, on practices of the contractor firm at highest level will be ensured. Necessary attempts and inspections will be made for adopting of the legislation, on which those measures are based, by the executives of the contractor firm.
This project aims providing the society with water, as the basic requirement of life, in more efficient and healthy way. Methods to be applied in construction and operation of the project must also proceed in accordance with this target, and public health must be protected. Once the measures defined in the Environmental Management Plan are applied, target and method of the project will be integrated.
