“Unlike most other forms of public infrastructure, the National Information Infrastructure is being built by the private sector. The old system of publicly regulated monopolies is crumbling. New competitors are emerging with new technologies and high ambitions.
Service providers are now deciding which communities they want to serve based on economic returns and competitive strategies. Communities with fewer sophisticated users and higher costs of installation will either have to pay more or wait longer.
A small number of pathfinder communities are adopting proactive strategies. Examples include the states of North Carolina and Utah, Blacksburg, Virginia, Silicon Valley and San Bernadino, California. Such communities decided that the cost of waiting for the new services is too high.”
C'est en Europe ce qu'a bien compris un pays comme l'Irlande qui a su attirer les entreprises moteurs de la net-économie (et notamment une large partie des Call-Centers européens d'entreprises informatiques) grâce à une infrastructure à haut débit et des coûts de communication préférentiels: ses infrastructures routières et ferrovières sont en piteux état, il n'y que peu de ronds points dans les villages mais le pays qui était le plus pauvre de l'europe des 15 en 1988 voit son PIB/habitant dépasser celui de la grande Bretagne puis de la France
