Allocative efficiency entails the ability of government to prioritize public spending in accordance to economic and social needs. Thus allocative efficiency is directly linked to the composition of public expenditure, adequate flexibility of the budget to respond to spending priorities and the alignment of budget outturns with policy objectives as laid out in the budget and expenditure plans.
