Contribution for SAOC conformance testing

The contribution presents additional details for the to SAOC conformance document. Two test cases are considered:

• 
  SAOC decoding only (e.g. mono or stereo PCM output)
  
• 
  SAOC transcoding to MPEG Surround
  

In each case the input is an SAOC bitstream and a PCM downmix signal. In the second test the ouput of the SOAC decoder is an MPEG Surround PCM downmix and bitstream that is then decoded by a reference MPEG Surround decoder to produce a PCM output.

It was the consensus of the Audio Subgroup to incorporate the proposed corrections into ISO/IEC 23003-2/FDAM 1. In addition, it was agreed to issue ISO/IEC 23003-2/FDAM 2 based on the Study on document from the 99^th meeting.
